JOB PURPOSE (What is the job trying to do?)
Lead a professional engineering service delivering flood risk management advice, , management and maintenance of Council town centre infrastructure and drainage assets.
OBJECTIVES (What is the purpose of the job?)
Acting as a technical consultant to the local planning authority, advising on flood risk and drainage on development proposals in the borough. .Leading an Engineering Service delivering management and maintenance of Council infrastructure such as pumping stations, street nameplates, bus shelters, benches, bridges and carparks. To advise on civil engineering and construction matters to other departments.
MAIN DUTIES OF THE POST
Assessing planning applications for their impact on flood risk, safe access and egress and land drainage
Project managing the Borough�s land drainage maintenance and capital works programme, including strategic planning and feasibility studies
Management of the borough�s Minor Engineering and Construction Works Term Contract and contractors.
Project managing Council civil engineering initiatives
Managing and undertaking survey work, the preparation of drawings and contract documentation and managing contracts.
Managing Health and Safety and review of risk assessments on projects
Liaising with Surrey County Council, Environment Agency and Thames Water on flood risk and land drainage issues and enforcing the Borough�s land drainage byelaws
Identifying appropriate staff training and assisting staff in their continued professional development
Preparing estimates and controlling expenditure on budgets in accordance with Council Policy, Financial Regulations and Standing Orders
Advising other departments on all aspects of civil engineering and drainage
Assisting Environmental Health�s duties in respect of the private drainage elements of public health legislation
Assist in developing and implementing the Borough�s flooding contingency plans and liaising with the Environment Agency, Surrey County Council and Thames Water on these matters.
Preparing formal reports for the Council, Committees and external organisations
Essential Qualifications
Environmental or Civil Engineering Degree or equivalent approved professional qualification in flood risk management (such as a CIWEM accredited BSc or Post Graduate qualification)
Desirable Qualifications
Management and/or Leadership qualification
Training in Construction related Health and Safety, including CDM regulations
Chartered member of a relevant professional body such as ICE or CIWEM
Essential Working Experience
Demonstrable post qualification experience in preparing civil engineering construction and/or drainage projects.
Experience in considering and assessing proposed flood risk management and Sustainable Drainage Systems (SuDS) measures and providing technical feedback on their suitability
Experience of using hydraulic modelling software (MicroDrainage/Flow)
