About you:
You will be a highly organised and solution‑focused housing professional with strong experience in managing temporary accommodation, supported accommodation, or similar high‑risk housing environments. You bring a solid understanding of homelessness legislation, temporary accommodation duties, landlord and tenant law, statutory property compliance, and safeguarding. You will be confident leading operational services that must meet exacting legal standards — including occupancy management, void control, health and safety, building compliance, repairs oversight, and income management — ensuring residents are supported safely and lawfully at all times. You will understand how to apply performance management frameworks, use data to drive service improvements, and deliver high‑quality customer‑focused services in a demanding, fast‑moving environment.
As a leader, you will be resilient, collaborative, and skilled at motivating teams through change. You will have experience managing staff in challenging settings, coaching others to handle complex situations, and fostering a culture where trauma‑informed practice, problem‑solving, and customer care are central. You will be comfortable working with a wide range of partners — including internal property teams, contractors, voluntary organisations — ensuring efficient coordination and high standards across all accommodation pathways. With strong communication skills, the ability to analyse complex information, and confidence making decisions under pressure, you will help deliver a stable, safe, and effective accommodation system that supports Exeter’s most vulnerable residents and contributes directly to reducing homelessness in the city.

We are looking for a dynamic and skilled Accommodation Systems Manager to lead the operational delivery of Exeter’s temporary and supported commissioned accommodation. This is an exciting opportunity to play a key role in our redesigned homelessness system — overseeing property compliance, managing occupancy and voids, maximising income, and ensuring safe, legal, high‑quality accommodation for those who need it most. You will lead on contract performance, service commissioning, risk management, and pathway oversight, ensuring that residents experience stability, safety, and positive move‑on outcomes. If you have strong leadership skills, property and compliance knowledge, and the ability to manage complex operational environments, this role offers an exceptional chance to make a tangible difference.

Exeter City Council is transforming its Housing Needs and Homelessness service to create a more proactive, compassionate, and effective system for the city. Following a comprehensive review of our homelessness pressures, we have redesigned our services to focus on early intervention, trauma‑informed practice, and integrated multi‑agency working. This transformation includes new specialist teams, a strengthened commissioning model, clearer pathways, and a renewed focus on prevention, quality, and outcomes for vulnerable residents.
