Vacancy Hours: 37 per week

Location: Selby, North Yorkshire - the role is to be worked across all 3 bases: Selby / Harrogate / Richmond

Applicants must possess a full UK driving licence, as the position entails travel to all three localities.

Supporting the Team Leader and Manager in the procurement and delivery of Compliance, and Capital Works Contracts.

Our Service

North Yorkshire Councils Housing Standards team are responsible for ensuring the Council’s social housing portfolio of circa 8,400 dwellings is maintained to meet all current statutory, regulatory, and legislative and good practice standards.

The team will concentrate on the effective and efficient delivery of a vast array of contractor delivered works including but not limited to – Adaptation works such as the provision of Level access showers, ramps and stairlifts and the retrofit of properties to improve their energy efficiency for instance improving insulation and the installation of ASHPs.

The Role

The Housing Standards Team are looking for Contract Supervisors to carry out service procurement and contract management of contracts for the Compliance and Capital Contracts team from our Base in Selby.

As a Contract Supervisor Mid-level, you will:

Take responsibility for own area of work, ensuring behavioural, quality and safety standards are adhered to.
Liaise regularly with tenants and a variety of providers, suppliers, and contractors. Maintaining constructive relationships to resolve any issues promptly, escalating when outside of decision-making delegations, acting as the main point of contact for tenants, addressing concerns, resolving disputes, and ensuring customer satisfaction.
Seek to always deliver best value ensure that work is carried out safely, to the required specification and that it complies with all current service standards, codes of practice and legislation.
Carry out all aspects of day-to-day contract management, ensuring all contracted obligations are effectively met.
Chair and minute contract liaison meetings, ensuring actions are fully documented.
Manage decent homes standard work.
Manage the delivery of contracted out planned improvement and compliance works including retrofit works.
Carry out Site inspections to verify the quality of workmanship / service delivery and that safe working practices are maintained on our sites.
Interpret technical recommendations and progress works to ensure compliance continuity.
Interpret performance data / management information, effectively managing any issues and ensuring any beyond their level of authority are escalated quickly.
Review risk assessments and method statements to ensure suitable, sufficient and site specific.
Work with external framework providers on standard contracts
Contribute to the development of new contracts, incorporating lessons learned from previous contracts.
Draft simple specifications, liaising with procurement on these requirements.
Post holders must keep up to date with all compliance, health, and safety related guidance and actively engage in the development of the service through continuous improvement initiatives.

The role involves spoken and written communication, so a confident use of the English language is required.

Post holders must have the ability to travel across the housing stock localities when required.

Professional Qualifications

Post holders must be working towards / or be willing to train to obtain the Qualifications below -

IWFM Level 4
IOSH Managing Safely
Prince 2 Fundamentals
Other qualifications will be considered, to be discussed during an informal conversation.

Additional building or construction related qualifications appropriate to the contracts being managed would be an advantage.
