Summary

The Role
The Project Liaison Officer will provide high‑quality, professional communication support across the Mechanical & Electrical (M&E) and Lift Team. You will take ownership of all non‑technical communications relating to major works, ensuring residents, stakeholders, and internal teams receive clear, timely and accurate information. This role is central to maintaining strong relationships, resolving complaints, supporting legal access processes, and ensuring consistent communication standards across the service.
Key Responsibilities
Lead all non‑technical communication requirements for projects delivered by the M&E team.
Prepare and issue newsletters, resident updates, and project communications.
Coordinate and respond to formal complaints, enquiries from elected members, senior managers, and residents.
Support legal processes to secure access to properties where required.
Review communications produced by internal teams and external contractors prior to issue.
Work closely with contractor Resident Liaison Officers, resident associations (TRAs/TMOs), and internal council teams.
Organise, chair, and minute resident meetings (virtual or in‑person), including evening sessions.
Manage customer satisfaction surveys, analyse results, and prepare reports.
Use Oneserve and NEC systems to upload and retrieve project and resident information.
Maintain compliance with GDPR, Health & Safety, and council policies.
Provide high‑quality administrative and communication support to the wider M&E team.
Candidate Requirements
Educated to degree level or equivalent, OR minimum 3 years’ experience in a similar role.
Strong ability to prepare high‑quality documents using Microsoft Word, Excel, PowerPoint; Power BI experience desirable.
Excellent written and verbal communication skills with the ability to articulate detailed information clearly.
Experience working within the housing sector, ideally social housing.
Ability to work at pace with a diverse range of stakeholders.
Strong interpersonal skills with the ability to encourage engagement and build rapport.
Self‑motivated, organised, and able to work with minimal supervision.
High emotional intelligence and awareness of local political sensitivities.
Ability to attend, chair, and minute evening resident meetings.
Ability to work collaboratively with other council departments to achieve shared objectives.

DBS check required; this is a safety‑critical post subject to the council’s drug and alcohol policy.
