Job Introduction
We are seeking a commercially focused and delivery-driven Works Programme Manager to lead the management of billable works across the HMRC West contract, supporting service delivery to HM Revenue & Customs (HMRC).
This role is responsible for overseeing the full lifecycle of billable works from scope and pricing through approval, delivery and financial close-out ensuring commercial performance, governance compliance and operational excellence.
The Works Programme Manager plays a key role in protecting margin, maximising revenue and maintaining strong financial governance across all billable works activity.
You will provide clear commercial oversight of the works pipeline while working closely with operational teams, subcontractors, finance and client stakeholders to ensure works are delivered efficiently and profitably.
Key focus areas include:
- Accurate scoping and pricing
- Margin protection and financial control
- Revenue recognition and invoicing
- Pipeline forecasting and reporting
- Contractual governance and compliance
Whatyou’ll do:
- Oversee end-to-end management of all billable works from initial scope through pricing, approval, delivery and close-out.
- Validate labour, materials and subcontractor costs in collaboration with operational teams.
- Monitor project profitability and ensure delivery within agreed margin targets.
- Produce accurate quotations, pricing schedules and financial forecasts.
- Ensure timely billing, invoicing and revenue recognition.
- Maintain a clear and visible pipeline of billable works to support forecasting and resource planning.
- Act as primary client interface for approvals, variations and billable works queries.
- Manage risks, delays and escalations to ensure timely resolution.
- Ensure compliance with contractual, governance and audit requirements.
- Identify and implement process improvements to improve delivery speed and efficiency.
- Provide KPI dashboards and commercial performance insights to senior leadership.
The Environment
HMRC West is a large, multi-site government contract where billable works form a significant revenue stream requiring robust commercial and operational control.
Operational priorities include:
- Delivering accurate quotations within fast-paced environments
- Balancing commercial performance with client expectations
- Maintaining clear workflow visibility and forecasting accuracy
- Coordinating multiple stakeholders across operational and commercial teams
- Managing variations, disputes and delivery risks effectively
What you bring:
- Experience managing billable works, projects or minor works within FM or construction environments.
- Strong financial and commercial acumen with responsibility for margin performance.
- Experience producing quotations, pricing schedules and financial reporting.
- Ability to validate labour, material and subcontractor costs.
- Strong stakeholder engagement and client management skills.
- Experience managing multiple concurrent workstreams.
- Knowledge of contractual compliance and governance processes.
- Strong analytical and reporting capability.
Desirable
- Experience within public-sector or government contracts.
- Formal project management qualification (e.g. PRINCE2, APM or equivalent).
- Experience using CAFM or works management systems.
- Experience supporting commercial tendering or pricing strategies.
