Job Introduction

We are seeking a strategic and analytical Business Performance Manager to lead performance governance across the HMRC West estate, supporting the operational delivery of services to HM Revenue & Customs (HMRC).

This is a senior leadership role responsible for driving contract-wide performance visibility, governance, and continuous improvement across a complex, multi-site public sector environment.

The Business Performance Manager is accountable for leading the performance management framework across HMRC West, ensuring operational, financial and compliance performance meets contractual KPIs, SLAs and regulatory obligations.

You will provide strategic oversight of:

  • Performance reporting and analytics
  • Governance frameworks
  • Financial alignment and forecasting
  • Compliance reporting and audit readiness
  • Continuous improvement initiatives

You will directly lead the Reporting Manager, Contract Administrator, Analyst Lead and Compliance Officer, ensuring transparency, accountability and high-quality insight across all service lines.

Whatyou’ll do:

  • Lead and maintain the contract-wide performance management framework.
  • Ensure contractual KPIs, SLAs and compliance obligations are effectively monitored and achieved.
  • Oversee the development of dashboards, reporting tools and executive performance packs.
  • Lead monthly and quarterly business reviews, including root cause analysis and recovery planning.
  • Provide robust data analysis, trend identification, forecasting and strategic insight.
  • Support strategic planning through scenario modelling and business case development.
  • Identify performance risks and implement mitigation strategies.
  • Drive targeted improvement initiatives to enhance efficiency, productivity and profitability.
  • Ensure alignment between performance metrics, contractual requirements and business objectives.
  • Embed continuous improvement methodologies across service lines.
  • Partner with the Head of Social Impact to integrate social value performance into reporting frameworks.
  • Oversee compliance reporting and audit readiness in collaboration with the Compliance Officer.
  • Lead and develop governance and analytical teams to ensure high-quality insight delivery.

This role requires strong analytical capability, leadership maturity and the ability to influence senior operational leaders through evidence-based insight.

What you bring:

  • Degree-level qualification in Business, Finance, Analytics or equivalent experience.
  • Strong understanding of performance management frameworks.
  • Knowledge of KPI/SLA governance within Facilities Management or similar service environments.
  • Understanding of regulatory and contractual compliance frameworks.

Experience

  • Proven experience leading performance management within a multi-site contract environment.
  • Experience developing dashboards and executive reporting packs.
  • Experience leading structured business reviews.
  • Experience delivering strategic insight through modelling and forecasting.
  • Experience managing governance or analytical teams.
  • Experience within a public-sector or regulated environment (desirable).

Skills

  • Advanced analytical and data interpretation capability.
  • Strong commercial awareness and financial understanding.
  • Excellent stakeholder engagement and influencing skills.
  • Ability to translate complex data into actionable business insight.
  • Strong IT capability (Excel, BI tools, reporting systems).
