The Public Sector Fraud Authority (PSFA) is a fast-paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high-profile policy area with high media, parliamentary and ministerial interest.

PSFA Intelligence Hub

The PSFA Intelligence Hub was established as a direct response to the emerging threat of the C-19 pandemic and the rapidly changing frauds being committed against schemes which were rolled out to provide support for the public. The need was identified for a centralised Intelligence function to facilitate and coordinate the flow of information across Government as well as providing the general public with an anonymous route to report information.

The PSFA Intelligence Hub is now in the development phase as it seeks to evolve and provide additional support for the wider Public Sector in combating fraud, corruption and bribery and a key part of the role will be to feed into the creation and delivery of the strategy for the unit. The team is dedicated to enabling flows of intelligence across the Public Sector with a view to developing both Tactical and Strategic views around the threat of fraud targeting Governments £800bn annual spend.

We are looking for an experienced Intelligence Manager who is passionate about transforming intelligence coordination across the public sector. They will have an ability to develop staff and be able to partner with multiple organisations, including law enforcement and private sectors engaging with stakeholders at a range of levels with confidence and ease. They will have oversight across 3 strands of Intelligence covering assessment, engagement and operational delivery ensuring the team works closely with external and internal stakeholders.

Key deliverables and responsibilities will include:

  • Oversee the implementation and evaluation of new data sharing arrangements to benefit Government Departments, Local Authorities, Devolved Administrations, and Arm's Length Bodies intelligence sharing initiatives.
  • Developing a pipeline of new intelligence through an understanding of the process and engagement with the wider intelligence network, including maintaining and improving the current dissemination processes.
  • Oversee the design and delivery of the PSFA’s Intelligence Strategy.
  • Oversee the delivery of intelligence assessment capability.
  • Implement a process for developing cases for PSFA Investigation capability.
  • Work with a diverse range of stakeholders, supporting and influencing them to drive progress across a range of intelligence initiatives;
  • Work to support Departments and ALBs in defining and understanding specific fraud problems, so intelligence initiatives are as effective as possible.
  • Work to develop the strategic analysis function
  • Day to day management of the Intelligence team.
