Our client based in Hertfordshire is looking for a Revenues and Benefits Manager to manage a team of 4 including 3 Team Leaders. You will ensure that the Council pays the correct Housing Benefit and Council Tax Support to the right person at the right time, ensuring that the systems used are continually improving to make this possible.
You will also be responsible for:
- Effectively manage the performance of the Revenues and Benefits Services Team, ensuring that the Council's performance on the collection of Council Tax and Business Rates and the payment of benefits is comparable to the best performing councils.
- Responsible for the Corporate Sundry Debtor process.
- Lead on the review and recommended options/impacts for implementing a revised Council Tax Support Scheme as required.
- Provide professional advice on the changes to Benefits and Council Tax which are being introduced by the Government. To present options for the new systems and ways of working which will be required to manage these changes.
- Lead on non-cash collection issues including in consultation with the Finance.
- Significantly increase the take up of direct debits and on-line payments and e-billing.
- Work with the Head of Service to find ways to improve the Council Tax and Business Rates collection rates, and other efficiencies which will reduce the cost of the service.
To be considered you will need:
- Detailed technical knowledge of statutory and non-statutory requirements and legislation in relation to council tax, NNDR, sundry debts and housing benefit overpayments and benefits.
- Strong business awareness/knowledge in relation to operational management and alignment to strategic objectives
- A proven track record of managing a Revenues and Benefits service at a Senior level supporting and implementing complex improvement programmes, and developing innovative solutions at an operational, tactical and strategic level
- Experience of using Capita / MRI
