Neway International are seeking a Deputy Area Planning Manager to join our client based with the London Borough of Sutton.

Hours: 36 per week

The Role
The Deputy Area Planning Manager will act as the lead case officer for major and strategic planning applications, providing expert guidance from pre‑application stage through to determination and post‑permission processes. The postholder will prepare and deliver presentations to Planning Committee, communicate complex planning matters clearly to varied audiences, and represent the Council at appeals, hearings, and public inquiries. A key part of the role includes negotiating planning obligations under s.106 and managing CIL matters, informed by financial viability assessments.
Key Responsibilities
Lead on major and strategic planning applications from pre‑application to post‑permission stages.
Prepare and present complex cases to Planning Committee and other audiences.
Draft written statements for appeals, hearings, and public inquiries.
Present the Council’s case at Informal Hearings and Public Inquiries when required.
Negotiate planning obligations under s.106 and manage CIL matters, considering viability assessments.
Work collaboratively with developers, stakeholders, and internal teams to secure high‑quality outcomes.
Ensure all work complies with planning legislation, policy, and Council standards.
Candidate Requirements
Recent experience handling major and strategic planning applications.
Proven experience presenting complex planning cases at committee level.
Strong background in negotiating s.106 obligations and managing CIL processes.
Ability to interpret and respond to financial viability assessments.
Excellent written and verbal communication skills.
Strong stakeholder management and negotiation abilities.
Ability to represent the Council professionally at hearings and inquiries.
