The Flame Lily Healthcare Limited is an Ofsted-registered provider of Supported Accommodation for young people aged 16–18.
We are committed to delivering safe, structured, and outcome-focused support that promotes independence, dignity, and positive life outcomes.
As part of our strategic growth plan, we are preparing to apply for registration of a Children’s Home. This role will initially focus on leading our Supported Accommodation service, with potential progression to Registered Manager for a Children’s Home subject to successful Ofsted registration.
No Children’s Home provision will operate until registration has been formally granted by Ofsted.
The Role
We are seeking an experienced and confident Registered Manager to lead our Supported Accommodation provision and support the organisation’s preparation for Children’s Home registration.
The successful candidate must demonstrate strong safeguarding leadership, regulatory competence, and the ability to manage services under Ofsted frameworks.
Key Responsibilities
Supported Accommodation (Current Registration)
Register with Ofsted as the Registered Manager (if not already registered).
Ensure full compliance with the Supported Accommodation (England) Regulations 2023.
Lead safeguarding, risk management, and regulatory notifications.
Oversee care planning, independence planning, and outcome tracking.
Prepare for and lead Ofsted inspections.
Maintain robust governance and quality assurance systems.
Children’s Home Registration Preparation (Strategic Oversight)
Contribute to the Children’s Home registration application process.
Develop policies aligned with the Children’s Homes Regulations 2015 and Quality Standards.
Support readiness planning for Regulation 44 and Regulation 45 requirements.
Ensure clear operational separation between Supported Accommodation and Children’s Home provision.
Assist in preparing the Statement of Purpose and staffing model for Children’s Home registration.
Essential Qualifications & Experience
Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services (England).
Minimum 2–3 years’ management experience within children’s residential, supported accommodation, or regulated care settings.
Strong working knowledge of:
Supported Accommodation (England) Regulations 2023
Children’s Homes Regulations 2015
Safeguarding legislation and LADO processes
Experience preparing for or leading Ofsted inspections.
Enhanced DBS check (required).
Full UK driving licence.
Desirable
Previous experience registering a Children’s Home with Ofsted.
Experience completing Regulation 44 and Regulation 45 reports.
Experience working with young people with complex needs, trauma, or behavioural risks.
Strong understanding of placement matching and risk mitigation.
Leadership Expectations

Promote a strong safeguarding culture.
Maintain high standards during organisational growth.
Demonstrate regulatory confidence.
Ensure that expansion does not compromise current service quality.
Work closely with the Nominated Individual (Fungai Ndemera) to maintain governance and compliance.
