All about the Role

We are seeking an experienced and motivated Parking Support Team Leader to join our Parking Services team. This is a vital role at the heart of our parking operations responsible for ensuring the effective processing and progression of Penalty Charge Notices (PCNs) from issue through to debt recovery.

You will lead a small but growing team of Parking Support Officers to support the delivery of key administrative functions such as permit applications, challenges and representations, parking dispensations and waivers and ensure all activity aligns with the relevant parking legislation

Main responsibilities of the role include:

Oversee the full lifecycle of Penalty Charge Notices, ensuring compliance with legislation and statutory procedures.
Manage, supervise and support a team of four Parking Support Officers, including onboarding, training, and performance monitoring.
Provide expert guidance on complex cases requiring detailed legislative interpretation.
Prepare and present evidence at adjudication hearings with the Traffic Penalty Tribunal.
Lead on debt recovery processes, including liaison with the Traffic Enforcement Centre and Enforcement Agents.
Act as system administrator for notice processing and digital permit software systems.
Respond to public enquiries, complaints, FOI requests, and queries from internal departments.
Support wider parking service projects and contribute to ongoing process improvements


About the team

Our Parking Services Team is currently expanding due to increased demand for parking enforcement and from taking on Moving Traffic Enforcement powers within the last 3 years. The team are currently responsible for issuing and processing 45,000 Penalty Charge Notices (PCNs) a year, with this expected to increase to over 60,000 within the next 18 months. The team operate 11 car parks and over 400 on street paid for parking spaces - as well as manage parking permit applications, blue badges, dispensations and waivers and electric vehicle recharging points. Combined the service is responsible for income generation of more than £5m.

Are you a confident decision-maker with a passion for effective service delivery, legislative compliance and leading people?
Do you have effective communication skills and the ability to engage confidently with customers and stakeholders?
Have you got experience in a fast paced environment handling challenging customer interactions?
Do you have a strong working knowledge of the Traffic Management Act and Civil Enforcement of Road Traffic Regulations? Or do you have previous experience of learning and following complex legislation and guidance?
