Shape the delivery of high-quality new homes for communities across Norfolk

We’re looking for a Senior Development Officer to join our New Homes & Commercial team at Freebridge Community Housing. In this pivotal role, you’ll lead post-contract residential development projects, ensuring new homes are delivered safely, on time, within budget and to the highest standards of quality.

You’ll work closely with contractors, consultants, internal teams and external stakeholders, overseeing construction activity from start on site through to completion and the end of the defects period. This is a fantastic opportunity to play a hands-on role in delivering much-needed affordable homes and strengthening local communities.

About Freebridge Community Housing:
Our Freebridge Community Housing goal is to provide affordable, safe, and quality homes for current and future generations, for those who need a place to call home. Freebridge was set up in 2006, to receive the transfer of the Borough Council of King’s Lynn and West Norfolk’s housing stock. We now have over 7500 properties across west and north Norfolk, in addition to building new homes for social and affordable rent, and to support those who want to move into shared home ownership. We’ve had numerous achievements, including delivering our tenants' promises and bringing homes to the Decent Homes Standard, affording our customers a much better quality of living. What you’ll be doing:
• Lead the delivery of new-build housing schemes from start on site through to completion and the end of the defects liability period.
• Oversee contractors, consultants and site teams to ensure works are delivered safely, to specification and in line with regulatory requirements.
• Carry out regular site inspections to monitor progress, quality and compliance against programme and standards.
• Manage post-contract risks, issues and variations, ensuring timely resolution and minimal impact on cost and programme.
• Work closely with pre-contract colleagues to ensure smooth handover of schemes into construction.
• Monitor development budgets and support value engineering and cost control to achieve value for money.
• Coordinate stakeholder engagement including local authorities, building control, internal teams and residents.
• Oversee defect management during the liability period, ensuring issues are resolved promptly and to a high standard.
• Maintain accurate project documentation, certification and reporting to support compliance and governance requirements.

What we’re looking for:
• A professional or technical qualification in building, construction or a related discipline (e.g. RICS, CIOB or equivalent).
• Experience delivering residential new-build housing developments from construction through to completion.
• Strong knowledge of construction techniques, building regulations and technical standards.
• Experience managing contractors and consultants within a post-contract environment.
• Excellent project management, organisational and problem-solving skills.
• Strong communication and stakeholder management skills, with the ability to negotiate and influence.
• Commercial awareness with experience of managing budgets and delivering value for money.
• A proactive, solutions-focused approach with a strong eye for detail.
• Full UK Driving License.
