The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.
The Home Office Data and Identity (HOD&I) Directorate, within the newly-formed Digital and Innovation Group, plays a central coordination and leadership role across the Home Office, driving data strategy, transformation, law and adoption of data driven technologies.
In support of this, the HOD&I Data Capability Centre (DCC) is leading on the development and implementation of a department-wide Data and Analytics Strategy.
This role will lead the development and implementation of a department-wide data and analytics strategy, working with stakeholders across the department to influence how the strategy can be implemented across departmental business areas, and where the DCC can lead the development of new products and services that support the implementation of the strategy.
This will require you to engage with and manage a wide group of stakeholders across the entire department to drive the development of the strategy, and work closely with stakeholders to define the projects and programmes which are needed to implement the strategy in a multi-year transformation.
This is a key role on a high-profile activity within the Home Office’s data and analytics landscape, offering a high-level of visibility with senior stakeholders from across the Department, wider agencies and Government. It will suit someone with demonstrable experience in data and analytics, who is confident working in a fast-paced area with high expectations to deliver. The post provides a unique opportunity to develop advanced leadership, strategy and influencing skills.
Responsibilities
Duties include but are not limited to:
- Leading the development and implementation of the department-wide data and analytics strategy.
- Working closely with stakeholders across the department to uncover the data-related interventions which will support stakeholders to achieve their business outcomes and objectives.
- Ensuring all high value central and federated activities are contributing to the strategy outcomes, transformation ambitions and are maturing the Department’s overall data and information capability.
- Identifying high impact interventions which will have a positive effect on Home Office organisational outcomes and prioritise them for delivery and implementation.
- Taking a leading role in designing the Department’s data and information operating model and support implementation of roles and responsibilities for information governance, steering discussions and recommendations at DG and director levels.
- Leading the development of a single, prioritised transformation roadmap. This will include collating, aligning and steering strategies across various functions and teams and building links and connections to drive coherence.
- Providing oversight of the communication and engagement function to ensure products are developed and deployed as appropriate, coordinated engagement take place and users can easily navigate the data and information landscape.
- Building networks and managing a broad stakeholder network across the department.
- Leading and managing a team to deliver the expected outcomes of this role.

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
