Greater Manchester operates as a Group comprising the Greater Manchester Combined Authority (GMCA), Transport for Greater Manchester (TfGM) and Greater Manchester Fire & Rescue Service (GMFRS). Together, the organisations deliver against a shared vision of ‘Three Organisations, One Team’. The Group Director of Organisational Development will provide senior leadership to align people, culture and systems in support of the Greater Manchester Strategy.
The Group Director of Organisational Development reports directly to the Group Chief Executive (GMCA, GMFRS & TfGM). The role is a member of the Group Leadership Team (GLT), contributing to collective leadership across the Greater Manchester Combined Authority, Transport for Greater Manchester and Greater Manchester Fire & Rescue Service.
Key Priorities
- Lead the design and implementation of the Group’s organisational development strategy, ensuring alignment with strategic and corporate plans.
- Strengthen leadership capability, talent pipelines and succession planning across GMCA, TfGM and GMFRS.
- Advise and influence the Group Chief Executive and Group Leadership Team to support consistent leadership behaviours and cultural change.
- Oversee matrix arrangements to coordinate OD delivery across the Group, working through existing HR, OD and People teams.
- Deliver culture and mindset programmes that embed collaborative, missionbased working and Group values.
- Ensure organisational design, engagement and performance improvements that support effective delivery of the Greater Manchester Strategy.
About You
- An experienced organisational development leader with the credibility to influence senior stakeholders.
- Evidence of delivering largescale organisational change across complex, multientity environments.
- Strong capability across organisational design, leadership development, culture change, metrics and performance.
- Able to operate effectively in a fastpaced context with high levels of ambiguity and competing priorities.
- A collaborative and inclusive leader, able to build capability and support others to deliver.
