A Vacancy at West Hertfordshire Teaching Hospitals NHS Trust.
On behalf of Hertfordshire and West Essex NHS Procurement the Procurement Officer will directly report into the Senior Strategic Procurement Lead and will be supporting complex procurement projects to ensure that they are compliant with policy and processes, deliver tangible savings and undertake efficiency improvements as well as supporting operational team activities.
This is full time 37.5 hours per week permanent role.
The post holder will have knowledge of, or will be prepared to learn, Public Sector procurement and contracting legislation, and may have experience of complex procurement projects.
The role also requires an individual with commercial acumen and success in actively supporting driving, managing and leveraging clinical category spend.
The Procurement Officer will support planning and coordinating projects that span across multiple member trusts and will be required to ensure the ICS obtains best value for money and standardisation across trusts.
The Procurement Officer will embody a culture of continual improvement, ensuring that business processes are effective and efficient and enable the highest possible levels of service quality to be provided.
The post holder will be required to support on any other Procurement activities required within the team.
The Procurement Officer will also support and contribute to Cost Improvement Programmes (CIPs), ensuring savings plans and targets are achieved and exceeded across the Trusts where possible.
The post holder will support long-term contract management arrangements and support regular review of compliance.
With a new hospital planned for Watford and work underway to update theatres at St Albans City Hospital, this is an exciting time to join us.

Maintain the reputation of the ICS team as a highly professional service with effective business partnering arrangements ensuring maximum satisfaction among both internal and external stakeholders.
Support the Procurement Managers and Strategic Procurement Managers (as required) in conducting frequent face to face, written, verbal and electronic communications with a range of stakeholders in order to deliver, co-ordinate and implement delivery of all major change programmes.
Support a culture in which value for money is obtained from all supplier expenditure.
Support in the production of formal and informal reports, recommendations and reviews for guidance and information purposes.
Identify and develop potential opportunities to collaborate further in line with the Hertfordshire and West Essex ICS and beyond.
Promote the ICS procurement team and educate the wider organisation as to the benefits of effective collaborative procurement.
Respond swiftly to stakeholder requests for advice and procurement support, signposting where necessary.
Produce reports that clearly communicate team performance against key metrics to Procurement Managers.
Understand the key commercial risks across spend categories.
Understand trade-offs across commercial, policy, delivery and operations
Deliver a strategic Procurement service for identified categories.
Analyse data in order to identify opportunities for enhanced service, cost savings or process improvements.
