Job Title: Equal Opportunity Specialist (Developmental)
Work Hours Per Week 37.5
Salary (Per Hour) £17.44 - £29.19
The primary purpose of this position is to provide Equal Employment Opportunity (EEO) and Military Equal Opportunity (MEO) advice regarding processes, rights and responsibilities, complaint processing, and mediation, facilitation, and other conflict resolution services to military members, civilian employees, supervisors, and management. You will also conduct limited inquiries, applying conventional
fact-finding, analysis, and problem solving methods in pursuit of informal resolution of complaints or development of investigation background information; providing referrals, preparing recommendations, and submitting counselor’s reports.
This is a developmental position with a Target Grade S-11. Qualification requirement:
Minimum qualification requirement is one years specialized experience as per the required key skills or a master’s degree in a related field
or 2 full years of progressively higher level graduate education leading to such a degree

Key Skills required
1. Knowledge of federal equal employment opportunity program laws, regulations, principles, concepts, the Uniform Code of Military Justice articles, Executive Orders, Presidential Proclamations, court decisions, methodology, and complaint processing for civilian employees and military members.
2. Knowledge of regulations, laws, policies, and procedures pertaining to the dispute systems and the processes involved with negotiated appeal and grievance procedures, equal employment opportunity discrimination complaints, military equal opportunity complaints, disciplinary and adverse action procedures, and the current trends and developments associated with alternate dispute resolution to include mediation.
3. Knowledge of common federal personnel administration regulations, principles, policies, operations, and practices for civilian personnel programs including special emphasis employment; the military personnel system; and the structure and functions of federal agencies.
4. Skill in independently applying conventional fact-finding, analysis, and problem solving methods to assignments for there are precedents to include identifying problems, drawing conclusions, recommending appropriate action, and reporting findings.
5. Skill in advising and counseling on EEO and MEO programs, to include compliance and enforcement, and requiring the interpretation and explanation of a body of laws, regulations, policies, procedures, and practices.
Conditions of employment
1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training,
3. This position may also be coded as mission essential.
4. You will be required to complete a 6-month probationary period.
5. Hours of work: 37.5 hours weekly. Fixed schedule: Mon-Fri 0800-1630. Start & end times may be modified due to mission needs and in accordance with organization’s flexible working policies.
6. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
7. You must be able to communicate effectively both orally and in writing.
8. You must obtain and maintain the appropriate security clearance.
9. You must either attend and successfully complete, or have attended and successfully completed, the Defense Equal Opportunity Management Institute (DEOMI), Equal Opportunity Advisor Program (EOAP) within four months of being hired.
10. You are required to maintain strict confidentiality of the complaint information, case files, interviews, etc., that pertain to the EO office.
11. You must be successfully trained and certified in mediation and obtain annual refresher training.
12. You must obtain annual EEO refresher training.
13. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing.
NOTE: You will require a security clearance and a right to work in the UK.
This position may have certain restrictions to US citizens including US dual nationals due to the Status of Forces Agreement.
