Transforming our estate for the future

There’s never been a more exciting time to join the NHS as we transform our estate to deliver 21st century care and the best possible outcomes for our patients.

Estates are at the centre of the government’s plans for transforming the NHS. We have big ambitions, such as becoming the world’s first net zero health system by 2040, setting global standards for healthcare providers, building 40 new state-of-the-art hospitals, and channelling investment to accelerate community-based care for patients.

This is a pivotal time in the history of the NHS and a once in a lifetime career opportunity to be part of transforming the largest estate in the country. With £5 billion of operational capital funding and annual expenditure of £10 billion across estates and facilities management, there’s scope to make real change across our estate.

About the role

As part of the NHS proCure construction framework team, you will be responsible for delivering an efficient, effective and high quality professional and well-co-ordinated commercial support service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation.

Your focus will be providing commercial advice and support to ProCure projects across all project stakeholders, to facilitate successful outcomes. You will champion the ProCure framework, giving stakeholders direction on commercial matters ensuring best practise and governance as well as looking for opportunities to improve the framework and support upskilling of commercial acumen in the NHS. Reporting to the Head of the Construction you will act as a key adviser, doing the necessary research to evidence the appropriate direction in commercial matters.

About you

You will have a deep knowledge and understanding of the construction sector. You will have experience of the ProCure framework and its contracts (NEC) and administration.

Earlier this year, the Government announced that NHS England will gradually merge with the Department of Health and Social Care, to create a smaller, more strategic centre that reduces duplication and waste.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

If you are successful at interview, we will run an Inter Authority Transfer (IAT) in the Electronic Staff Record system (ESR). This transfer gathers valuable information from a previous or current NHS employer to support the onboarding process, including; statutory and mandatory competency status, Continuous Service Dates (CSD), and annual leave entitlement. You will have the opportunity throughout the recruitment process to inform us if you do not consent.

Key Functional Responsibilities

Operational requirements

· Provides expert support on commercial matters with suppliers and services in respect of the ProCure framework to maximise the commercial benefit from the framework and other work areas within the remit of the capital/commercial team. Leads on specific identified agreed programmes.

· Working within the overall strategic objectives, devise, implement and monitor the strategy. Evaluate, interpret and locally implement best practice.

· Develop and implement qualitative and quantitative measures to determine performance against the organisational strategy. Report progress against the strategy through personal representation at senior management forums and by written reports. Tailoring delivery to meet the needs of the audience.

· Personally lead, support and contribute to formal negotiations with senior level internal and external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements.

· Participate in relevant internal and external working groups/projects, services and initiatives to provide project, information and analytical advice and expertise.

Present verbal, written and numerical information and issues, explaining complexities, to a wide range of internal and external stakeholders.
