Our newly established (Environment and Business) E&B Portfolio Management Office (PfMO) is focused on creating a centralised portfolio that drives change, transformation, and continuous improvement. The E&B Portfolio team is recruiting a Benefits and Efficiencies Senior Advisor to drive forward the PfMO vision.
This is a fantastic opportunity to gain experience in change and transformation. You’ll have the chance to creatively shape a portfolio office, with development opportunities and strong support from your team and peers.
This is a strategic, hands-on role, you will help shape the design, implementation, and continuous improvement of benefit and efficiency frameworks, shaping how E&B reports benefits and efficiencies while ensuring they are measurable and deliverable, driving informed decision-making at all levels.
Key responsibilities:
Benefits realisation plan – Establish and maintain a directorate-wide benefit realisation plan that defines, assures, tracks and reports P3M deliverables against strategic performance, (including change-control, risk to benefits realisation and propose mitigations).
Efficiency reporting – Develop and lead a consistent efficiency reporting framework that provides clear evidence-led insights into P3M performance.
Support and educate delivery teams in consistent application of benefits management frameworks, processes, procedures and tools
Tracking, assurance and reporting – Assuring benefits data and coordinating a consistent view through the project/programme lifecycle into realisation.
Support consistent practice of benefits identification, evaluation, optimisation, planning and realisation (including measurement and tracking) across the portfolio
Stakeholder engagement – Collaborating with the cross-directorate benefit community to ensure benefits are identified, understood, owned and optimised. Conduct benefits reviews, engage with others to implement, enhance and improve benefit and efficiency best practice.

You’ll join the PfMO in the E&B directorate under the Change and Continuous Improvement team which supports change, transformation, and continuous improvement across the business.
The team plays a vital role in shaping and optimising the project Portfolios, ensuring strategic alignment, enhancing decision-making, and providing evidence to manage risk across change and transformation.
Experience/skills required
This role will work across six-leadership areas to define, assure, track, and report benefits and efficiencies that support strategic objectives and demonstrate value for money. This is a high-visibility role and requires strong analytical skills and excellent stakeholder engagement skills to train others in new corporate frameworks while adopting to suit the E&B directorate.
You'll be comfortable working with data and confident to challenge assumptions and communicate complex information appropriately across all business levels. You will be able to work comfortably in a collaborative and inclusive way to support others through change.
Essential skills include:
Benefits management experience within a project/programme/portfolio setting
Ability to engage and influence key stakeholders
Strong ability to interpret data
Desirable skills and experience:
Managing Benefits Foundation/Practitioner
Data analysis skills and experience, such as creating Power BI reports
Experience delivering training and/or mentoring on benefits management or another technical area
