About the Role
The Northern Ireland Fire & Rescue Service (NIFRS) is seeking a highly organised and detail‑driven Asset Governance Officer to join the Fleet & Logistics Department within the Regional Service Support Centre Business Unit.
This is a key role responsible for providing a professional, efficient, and compliant asset management service across NIFRS. The post-holder will manage fleet, operational equipment, specialist PPE, and uniform assets throughout their full lifecycle, ensuring all assets meet regulatory, safety, and governance requirements.
The role requires strong analytical ability, excellent organisational skills, and confidence working with Management Information Systems (MIS). Full training will be provided for system-specific processes.
Key Responsibilities
Asset & Service Management- Create, issue, track, move, and archive all fleet, equipment, PPE, and uniform assets across NIFRS.
- Manage PPE laundry, maintenance, compliance checks, and helpdesk enquiries.
- Organise PPE fittings for new firefighter recruits, working with internal departments.
- Ensure compliance relating to vehicle VED, MOT, and PSV testing for the NIFRS fleet.
- Coordinate vehicle bookings, asset changeovers, and fleet availability.
- Process fuel records for bulk and operational fuel, resolving queries via the helpdesk.
- Monitor and maintain RFID asset tracking data.
- Maintain the Stock & Asset Management MIS, ensuring accurate asset creation, issuing, movement, and disposal.
- Compile and audit asset reports from MIS and external providers.
- Ensure availability of technical reports on vehicle, equipment, PPE, and fuel assets.
- Manage asset disposal processes and maintain the fixed asset register.
- Take ownership of MIS defects, escalating where required.
- Maintain service schedules and compliance checks for all operational equipment.
- Investigate inspection non‑compliance and liaise with MIS system support.
- Raise purchase orders and requisitions through Finance and MIS systems.
- Coordinate outsourced servicing, contractor communication, and documentation.
- Receive and quality-check goods, updating MIS and advising managers on discrepancies.
- Build and maintain relationships with external service providers.
- Train and mentor new Business Unit staff.
- Provide MIS training and expert advice to internal stakeholders.
- Challenge and review asset data for accuracy and legitimacy.
- Conduct investigations into missing, omitted, or non‑compliant assets.
- Perform regional fuel audits and investigate discrepancies or omissions.
- Produce regular reports on asset and fuel usage for senior management.
- Monitor KPIs, trends, regulatory changes, and compliance requirements.
- Act as RSSC key holder, supporting site security and access control.
- Support policy development, process improvement, and MIS upgrades.
- Implement new procedures to align with changing compliance and operational needs.
- Use SharePoint for document management and record control.
- Support fire alarm testing, audits, stocktaking, visitor management, and meeting support.
- Assist with FOI responses, Assembly Questions, and telephone handling.
- Undertake project work and deputise for the Business Unit Manager when required.
- Uphold NIFRS values, policies, and legal responsibilities.
Essential Criteria
Applicants must meet one of the following qualification pathways:
Option 1- Degree (relevant discipline)
- + 2 years' experience in a demanding office environment including MIS & Asset Management
- HND (relevant discipline)
- + 3 years' experience in a demanding office environment including MIS & Asset Management
- 3 A‑Levels (Grade C or above) or equivalent
- + 5 years' experience in a demanding office environment including MIS & Asset Management
- Strong planning and organisational ability with excellent attention to detail
- Able to work independently and as part of a team
- Ability to manage competing deadlines
- Excellent communication, interpersonal, and influencing skills
- Ability to build productive working relationships
- Proficient with Microsoft Office (Word, PowerPoint, Excel, Outlook)
- A valid driving licence and access to appropriate transport for business use
