The Role
As part of the Residential Environmental Health Team, you will deliver the council’s landlord and tenant advisory service, providing clear, accessible guidance on rights, responsibilities, and legal requirements within the private rented sector. The role supports tenancy sustainment, promotes good management practices, and contributes to improving housing standards across the borough. You will also lead engagement, consultation and reporting activities linked to the council’s property licensing programme.

This is a front‑facing hybrid role requiring a strong presence in the borough (3–4 days per week), with attendance at external and occasional evening meetings.

Key Responsibilities
Deliver the landlord and tenant advisory service, ensuring timely, accurate information for private renters and landlords.

Provide guidance on legal rights and obligations, including relevant housing legislation.

Plan and deliver stakeholder events, drop‑in sessions, briefings and the Landlords Forum.

Develop new engagement approaches to improve awareness of rights, responsibilities and housing standards.

Lead campaigns promoting property licensing, renters’ rights and landlord obligations.

Manage and update digital content for private rented housing web pages.

Develop and maintain policies and procedures affecting private sector tenants and landlords.

Lead consultation and research activities, analysing feedback and shaping service strategies.

Support property licensing through engagement, statutory consultation and performance reporting.

Maintain accurate records of engagement activities, casework, advice and referrals, producing regular impact reports.

Ensure compliance with GDPR, Health & Safety and all relevant regulatory requirements.

Candidate Requirements
Extensive practical experience in landlord and tenant engagement activities (Essential).

Experience providing legal advice on landlord/tenant rights and obligations, including the Protection from Eviction Act 1977, Housing Act 1988, Housing Act 2004 and Renters’ Rights Act 2025 (Essential).

Strong communication skills with the ability to explain complex information clearly in writing and verbally (Essential).

Experience planning and delivering stakeholder events and briefing sessions (Essential).

Proven ability to maintain accurate records including casework, meeting notes and project documentation (Essential).

Experience leading or contributing to projects, with strong organisational and prioritisation skills (Essential).

Strong team working skills with the ability to work flexibly and manage conflicting demands (Essential).

Competent user of MS Office and relevant specialist systems (Essential).

Ability to use initiative to solve problems and contribute to developing procedures that support private rented sector stakeholders (Essential).

Additional experience in community engagement, communications or advocacy (Desirable).
