Neway International are seeking a Council Tax Officer / Revenues & Benefits Officer (SO1) to join our client Lewisham Council within Corporate Resources – Resident and Business Services.
Location: 1 Catford Road, Catford, London, SE6 4RU
Hours: 35 per week
Start Date: 02 March 2026
Duration: 52 Weeks
Work Pattern: Hybrid – 2 days remote, 3 days in the office
About the Client
Lewisham Council’s Resident and Business Services division delivers essential frontline services to residents, including Council Tax, Business Rates, Benefits, and wider revenue collection. The Revenues & Benefits team plays a critical role in maximising income, ensuring statutory compliance, and providing high‑quality customer service across the borough.
The Role
The Council Tax Officer / Revenues & Benefits Officer will administer Council Tax accounts and other revenue streams in line with legislation, ensuring accurate billing, effective recovery, and high‑quality customer service. The role includes preparing and representing the Council at Magistrates’, County, and High Court hearings as part of statutory recovery processes.
You will manage complex enquiries, process discounts and reliefs, liaise with Enforcement Agents, and ensure compliance with financial procedures, audit requirements, and statutory regulations. Flexibility is required on court days, as hearings may run beyond scheduled hours.
Key Responsibilities
Administer Council Tax accounts and other revenue streams in accordance with legislation and internal procedures.
Respond to enquiries by phone, email, letter, and in person, ensuring accurate and timely resolutions.
Process discounts, exemptions, and reliefs, ensuring fraud prevention and detection measures are followed.
Manage debt recovery actions efficiently and effectively, maximising collection rates.
Prepare and present cases at Magistrates’, County, and High Court hearings, including Liability Orders, Committal Hearings, Charging Orders, Bankruptcy Orders, and set‑aside applications.
Liaise with Enforcement Agents, solicitors, process servers, and other external partners to support recovery actions.
Manage insolvency cases, ensuring accurate records and compliance with statutory requirements.
Prepare Statutory Demands, warrants of arrest, and other legal documentation.
Maintain accurate databases, audit trails, and management information.
Handle complaints, FOI requests, and member enquiries within required timescales.
Undertake proactive and outreach work to improve collection performance.
Mentor and support junior staff as required.
Contribute to service reviews, process improvements, and quality assurance activities.
Uphold GDPR, Data Protection, Equal Opportunities, and all relevant Council policies.
Candidate Requirements
Strong operational experience in Council Tax, Revenues, or debt recovery within a local authority setting.
Experience representing a council or organisation in court proceedings (essential).
Detailed knowledge of Council Tax legislation, recovery processes, and enforcement options.
Ability to manage complex cases, prepare legal documentation, and present evidence confidently.
Strong communication skills across all channels, including handling complaints and sensitive cases.
Ability to work to statutory deadlines and manage competing priorities.
Experience liaising with Enforcement Agents, courts, solicitors, and external partners.
High level of accuracy and attention to detail in maintaining records and databases.
Commitment to customer care, equal opportunities, and high‑quality service delivery.
Flexibility to work extended hours on court days when required.
Eligible to work in the UK and able to provide 3 years’ references/work history.
