Morgan Hunt are currently working with a Professional Regulatory Body in their search for an Interim Business Manager to support their regulatory enforcement activities and oversee outsourced service provision. This is a newly created role and a fantastic opportunity to join at a key time, helping improve service delivery and performance across investigations and enforcement operations.
In this role, you will act as the "intelligent client", managing and optimising relationships with multiple outsourced providers responsible for delivering investigations, enforcement and related regulatory services. You will ensure performance is timely, consistent and legally robust, with strong governance, quality assurance and value for money. You will also maintain oversight of service standards, performance metrics and reporting, ensuring risks are identified early and corrective action is taken where required.
You will work closely with internal stakeholders across regulatory operations, legal, finance, procurement and senior leadership, ensuring outsourced delivery remains aligned with statutory duties and public interest responsibilities. This role requires strong judgement and diplomacy - maintaining effective oversight without inappropriate operational interference - and providing clear assurance and reporting to support internal governance.
The successful candidate will bring proven experience managing outsourced or commissioned services in a regulated environment, with a strong understanding of investigations, enforcement or disciplinary casework. You will be highly organised, confident working with performance data, and experienced in contract and supplier management. Excellent stakeholder management skills and the ability to influence effectively at all levels will be essential.

Contract Type: Fixed-Term Contract (18 months, potential permanency)

Key Responsibilities
· Act as the primary relationship manager for outsourced investigations and enforcement service providers.
· Establish clear service standards, performance expectations and ways of working across suppliers.
· Monitor delivery against agreed KPIs, including timeliness, throughput, quality, ageing and escalation rates.
· Ensure outputs meet required standards of evidential quality, fairness and legal robustness.
· Lead service assurance activity including audits, file reviews and thematic quality checks.
· Identify performance risks early and agree corrective actions with providers and internal stakeholders.
· Support demand, capacity and flow planning, ensuring work allocation is proportionate and risk-based.
· Manage contract activity including extensions, variations, fee structures and invoicing.
· Maintain strong governance and audit trails to support accountability and external scrutiny.
· Provide regular briefings, reporting and assurance updates to senior leadership and relevant governance groups.
· Support procurement or re-tendering processes and onboarding of new providers where required.
· Drive continuous improvement across outsourced service models, promoting learning and best practice.
Candidate Profile
· Proven experience managing outsourced or commissioned services in a regulated, legal, public sector or professional services environment.
· Strong understanding of investigations, enforcement, disciplinary or regulatory casework.
· Demonstrable experience of contract management, supplier performance management and service assurance.
· Confident using performance data and KPIs to drive improvement and manage risk.
· Excellent stakeholder management skills with the ability to influence at senior level.
· Strong report writing skills, including producing assurance updates and governance papers.
· High levels of judgement, integrity and discretion.
· Commitment to public protection, fairness and due process.
· Experience within professional regulation or legal regulation (desirable).
