Summary

About the Role
Our client is seeking an experienced Licensing & Highway Enforcement Operations Manager to lead the delivery of key regulatory services across Birmingham. This interim position will oversee both the Licensing and Highway Enforcement teams, ensuring the effective operation of statutory functions, high‑quality service delivery, and robust compliance and enforcement outcomes.This role is ideal for an experienced licensing professional with strong operational leadership skills who can quickly step into a senior management post. You will play a critical role in safeguarding public safety, supporting responsible businesses, and ensuring the integrity of Birmingham's regulatory environment.

Key Responsibilities

  • Lead the delivery of premises licensing functions under the Licensing Act 2003, including compliance, inspections, investigations, enforcement and casework.
  • Oversee scrutiny and processing of licence applications, variations and reviews, and manage associated legal and committee processes.
  • Provide expert advice on licensing policy, legislation and regulatory matters.
  • Lead, develop and motivate the Licensing and Highway Enforcement teams, ensuring high performance and delivery of statutory functions.
  • Manage workloads, priorities and service quality, ensuring compliance with council policies, governance and financial procedures.
  • Build strong relationships with elected members, legal teams, partner agencies and industry stakeholders, representing the service at meetings and committees.


About You

Essential experience and skills:

  • Strong professional background in premises licensing and the Licensing Act 2003.
  • Proven experience delivering licensing regulatory functions, including compliance, enforcement, casework and committee processes.
  • Experience in leading teams within a public sector regulatory or enforcement environment.
  • Ability to interpret legislation, manage complex cases and provide high‑quality reports and recommendations.
  • Strong communication skills, political awareness and the ability to work with senior stakeholders.
  • Excellent organisational skills with the ability to manage competing priorities and deadlines.
  • Experience within local government, regulatory services or public protection.
