Job Title: General Engineer - Project Manager
Location: RAF Menwith Hill
The primary duty of this role is to serve as a professional general engineer, performing design, project programming and construction management. You will monitor duties and improvement projects of real property facilities and infrastructure, to include utility systems, and manage projects for new construction and renovations. You will maintain surveillance over construction contractors to ensure overall compliance with contract specifications and schedules. In addition, you will plan, program, budget, and execute required projects, collect data and evaluate factors which affect the application of concepts, principles, theories and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. You will comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Qualification requirement:
Bachelor’s degree (or Level 6 BTEC/NVQ/City and Guilds) in a related discipline (i.e Engineering; Mechanical, Electrical, Civil Engineering together with one year's specialized experience
OR
Combination of Level 5 (i.e. BTEC/HND/NVQ/City and Guilds) in related discipline and a minimum of 3 years' of specialized experience as per the required key skills.
This position is only available to UK Nationals. Applicants must hold UK citizenship and have lived in the UK for at least 8 years out of the last 10 years for this position.

Key Skills required for this role
1. Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices, and familiarity with architectural and other engineering disciplines
2. Knowledge of a broad range of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with all required laws and regulations, and standard contracting regulations, practices, and procedures as it relates to facilities engineering.
3. Knowledge of health, safety, and environmental principles, practices, procedures, laws, regulations and current legislative issues.
4. Knowledge of regulatory and statutory restrictions on different types of funding.
5. Knowledge of automated data processing concepts, systems capabilities and economic usage, to effectively accomplish assigned functions.
6. Knowledge of program planning and budgeting cycles, financial control and budget systems and management.
7. Knowledge of aesthetic and functional design techniques.
8. Skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawing sufficient to convey design concepts and ideas and formulate working drawings.
9. Ability to plan, conduct and record site/facilities surveys and inspection and analyze, interpret, and apply results, rules, regulations and procedures in a variety of situations while recommending timely and economical solutions.
10. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing in order to maintain good working relationships.
Conditions of employment
1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.
3. You will be required to complete a 6-month probationary period.
4. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. You must be able to communicate effectively both orally and in writing.
6. Your hours of work will be 37.5 hours a week period on a Fixed schedule (Mon-Fri 0730-1600) - where start & end times may be modified due to mission needs and in accordance with the organization’s flexible working policies.
7. The work requires the employee to drive a motor vehicle. A valid driver's license (Category B) is required for the position.
8. You may act as project liaison with the Army Corps of Engineers or other design agencies as required, and serve on A&E selection boards.
9. You must obtain and maintain the appropriate enhanced security clearance.
10. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing.
