Neway International are seeking a Highways Inspector (NRSWA) – to join our client based with Plymouth City Council.

Location: Household Waste Recycling Centre (HWRC), Chelson Meadow, The Ride, Plymstock, Plymouth, Devon, PL9 7JT
Hours: 37 per week
Start Date: 08 February 2026

About the Client
Plymouth City Council’s Highways Service is responsible for maintaining a safe, efficient, and compliant road network across the city. The team ensures that all works undertaken on the public highway meet statutory requirements, protect public safety, and support the smooth operation of the transport network.

The Role
The Highways Inspector will carry out inspections of works on the public highway, ensuring compliance with the New Roads and Street Works Act 1991, the Highways Act 1980, and associated codes of practice. The role involves monitoring works, identifying non‑compliance, initiating enforcement action, and responding to service requests within agreed timescales.

This is a hands‑on role requiring site visits, physical inspections, and strong communication with contractors, utilities, and internal teams.

Key Responsibilities
Inspect, monitor, and supervise works on the public highway to ensure statutory compliance.

Undertake ad‑hoc inspections and site visits as directed by the Network Manager.

Record inspection findings accurately and in a timely manner.

Identify unsafe or non‑permitted works and initiate enforcement action where required.

Respond to complaints and service requests within agreed timeframes.

Liaise with staff, contractors, utilities, Members, and the public.

Maintain high standards of customer care and professional conduct.

Candidate Requirements
Strong organisational skills and attention to detail.

Ability to work independently and as part of a team.

Flexible and able to work under pressure, including outside normal hours when required.

Physically fit to undertake site inspections.

Strong communication skills across a range of stakeholders.

Full UK driving licence.

Knowledge of NRSWA legislation and highway inspection processes is desirable.
