Summary

​Equans is looking for an Senior Technical Manager to join our team in Edinburgh on a permanent basis. This is a full-time role working 37.5 hours per week. Reporting to the Head of Technical Services, the Senior Technical Manager is to be based at Royal Infirmary of Edinburgh. This role is to lead the team of technical managers, supervisors and operatives in providing the technical service delivery at the Royal Infirmary of Edinburgh. Core elements will include Health and Safety, communication at all levels, owning statutory compliance within span of control and ensuring financial targets are adhered to and toprovide leadership and direction to technical teams at other sites in the region and to deputise for the Head of Technical Services when required. The Senior Technical Manager operates within a high‑acuity, 24/7 clinical environment, where engineering decisions have direct consequences on patient safety, regulatory compliance, and clinical service continuity. The role demands expert oversight of mechanical, electrical, and building‑fabric systems across a major teaching hospital, ensuring full adherence to the Scottish Health Technical Memoranda (SHTM) frameworks and statutory legislation. You are accountable for end‑to‑end statutory compliance across all building engineering systems, aligning operations with the NHS Scotland engineering governance model defined in SHTM 00 – Policies & Principles of Best Practice. This includes maintaining full evidence trails for audits, risk assessments, validation, competent person activities, and safe systems of work across EQUANS and subcontractors. What will you deliver? Ensure the provision of healthy and safe working conditions and that both clients and Company health and safety policy and process is effectively implemented across both EQUANS and subcontractors activities and are regularly review.Oversight Management of respective Technical Managers and systems.Lead and support agreed technical safety working groupsResponsible for the technical performance and maintenance of standardsDrive digitalisation and modernising working practices which demonstrate industry leading best practice.Maintain compliance is fully up to date from technical managersDelivery Monthly KPI’s Evidence & Promote harmonised team workingAllow Technical Managers (Elec, Mech & Fabric) to run and concentrate on BAU, being the lead interface between client communications.Ensure contract is staffed by fully competent teams, ensuring post holders are fully competent, and that effective succession planning arrangements are in place.Working with their reports to ensure the collaborative development of the business, effective teamworking, and support to colleagues.Provide leadership in both the context of the technical services team at RIE and the wider region if requiredManage, organise and control the resource available to ensure that the mechanical and electrical engineering and building fabric services are delivered in line with contract requirement and client expectationEnsure that financial targets are met for each budget yearActively seek out opportunities to grow the businessEnsure safe systems of work are in place and used at all times.Manage continuous improvement activities to deliver improved service delivery year on year.Manage all aspects of the performance of technical services teamEnsure adherence to all Statutory Standards and Regulations and Department of Health requirements.Attend Union meetings, Health & Safety forums, Employee Forums and other regular meetings with staff and the client on a regular basisDelegate when required for the Head of Technical ServicesResponsible for participating in the ‘on call’ rota, after suitable training and relevant experience is gained.Ensure that staff performance is managed as required through for example, performance appraisals, disciplinary proceedings and grievancesEnsure that the Technical Services Team have a customer focussed and service delivery culture.Liaise, co-ordinate and support other EQUANS managers to ensure that cross service and wider contractual requirements are met What can we offer you? HNC in an engineering discipline; building services related or relevant.Extensive technical competence in Electrical and/or Mechanical disciplines.Previous management experience leading technical services delivery in a healthcare or critical services environment.An understanding of alternative maintenance regimes.Carrying out technical monitoring, audits and reviews.Preparation of technical reports.Managing a planned preventative maintenance system.Maintaining record systems.Management of sub-contractors.IOSH Managing Safely or equivalent.Experience of Private Finance Initiative / Public Private Partnership contracts.Membership of a relevant professional institution.Held a position as an Authorised Person.Conversant with SHTM’s e.g. SHTM 03‑01, SHTM 04‑01, SHTM 02‑01Overarching Engineering Governance - SHTM 00 – Policies & Principles of Best Practice Who are we?
