An exciting opportunity has arisen for a highly skilled, experienced and motivated Director of Operational Finance to join our dynamic team in the East of England. This role is both a leadership role within the regional team and across the region supporting the delivery of statutory duties and financial performance. The post holder will report directly to the NHS Regional Director of Finance and deputise for them as required along with leading the rest of the regional finance directorate.

The scope of the role encompasses support for both our systems and our internal regional financial responsibilities. Holding systems to account for delivering effective operational and medium-term financial plans which are integrated with service recovery priorities, workforce, productivity and operational capacity. The role will also support the activities of the regional team and support the finance directorate through the current changes to our operating model. Both our systems and the region need to deliver agreed financial performance trajectories and strengthen financial sustainability of delivering services within allocated resources across the NHS.

The post-holder will play a pivotal role in steering and supporting ICS delivery within available resources, working in conjunction with finance leads from across the region, within the regional team and nationally to aligning expectations and support delivery.


• Ensure the provision of expert, evidence based financial and business advice to regional and national colleagues.
• Lead financial planning, assurance and oversight, working closely with regional colleagues to help systems/organisations deliver their financial targets and service plans, through the provision of oversight, advice and support.
• Support the delivery of regional financial targets ensuring that systems/organisations have effective plans, supported by effective cost improvement programmes.
• Lead financial performance management and reporting including revenue, capital and cash, within national frameworks and policies.
• Lead value for money and efficiency programmes working closely with national and regional colleagues to ensure use of benchmarking, learning and best practice.
• Lead the regional Senior Finance Team, liaising with national and regional colleagues - advising on strategy, planning and performance, provision of expert, evidence based financial and business advice to the regional team ensuring that national reporting and accounting/governance requirements are delivered.
• Support and deputise for the Regional Finance Director producing, implementing and articulating a clear financial strategy for the region, mandate requirements and national financial frameworks, resource assumptions and investment priorities.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

If you are successful at interview, we will run an Inter Authority Transfer (IAT) in the Electronic Staff Record system (ESR). • Oversee and assure the financial planning and redesign of services within the locality, particularly large scale and complex service reconfigurations, ensuring business cases are subject to rigorous financial appraisal, are financially viable and provide value for money.
• Ensure that appropriate advice is provided to systems/organisations on national approaches to financial planning and performance for both capital and revenue.
• Ensure rigorous appraisal of system/organisation financial plans to ensure viable and that financial risks have been soundly evaluated and mitigated.
• Ensure robust systems are in place to monitor financial performance to maintain a clear and up-to-date view of the financial position.
• Ensure that systems, processes and information flows provide effective early warnings of potential failures in service quality, financial management, partnerships and performance. Take a risk-based approach, in line with national frameworks to intervene to anticipate and avoid such failures.
• Provide robust forecasts, risk predictions and mitigations.
• Support national teams on planning, reviewing and agreeing cash requirements with systems/organisations within national policy.
• Play a key role with regional colleagues and work with them to tackle performance risks and issues, ensuring that support to improvement is provided early.
• Lead financial intervention processes in the event of material concerns about financial performance and financial risk within national frameworks.
• Ensure all national reporting requirements are complied with to support month end and year end processes.
• Take the regional lead on finance functions e.g. financial intervention – oversight and support, financial efficiency and resilience programmes.
• Promote the highest standards of finance professionalism within the region including the development of new initiatives

The successful candidate will bring a blend of operational delivery experience within senior Finance roles, together with strong recent experience and insight in the development of the overall NHS national policy and financial framework within which the region and systems operate. They will demonstrate inclusive and resilient leadership and champion diversity in all areas of their work.
