The Deputy Director of Pre-Construction Delivery is a senior leadership role responsible for providing client-side oversight and support to the Permanent Delivery Partnership (PDP) ensuring coherence across all pre-construction activities.
As the role holder, you will identify, escalate, and drive strategic initiatives that de-risk the early stages of scheme development including enabling works. This includes proactively influencing policy and engaging with key bodies – from local planning authorities to utility providers and government departments – to overcome systematic barriers.
The role holder will drive the effective, programmatic delivery of key hospital infrastructure, to ensure site readiness and that enabling works are delivered consistently and coherently across all waves in line with the scheme’s agreed implementation plan.
Key Responsibilities of the role include:
• Provide client-side management and support to the Permanent Delivery Partnership’s (PDP) Programme Enabling Team (PET) and Subject Matter Experts (SMEs).
• Capture, drive, and report performance and enabling works delivery into the Delivery Directorate’s Performance Review.
• Actively develop and directly support risk mitigation strategies with NHS Trusts for pre-construction activities.
• Drive programmatic initiatives and seek opportunities to learn once and implement across waves and groups of schemes.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
