About the Role
We are seeking an experienced and visionary Strategic Lead to join our Adult Social Care Commissioning Team at a truly exciting time. This is a pivotal leadership role responsible for shaping and delivering commissioning strategies that improve outcomes for people in Bury. You will lead a portfolio of integrated health and social care services, driving innovation, transformation, and co-production with people who use services, providers, and system partners.
With a specific focus on Provider Development and Quality Assurance you will lead a high performing team that work in partnership with providers to ensure they are able to provide the best support to the people of Bury. Alongside our Care Providers, Bury has worked hard to establish a high quality and sustainable care market; one that is recognised in the North West and where providers are supported proactively and success is celebrated. You will ensure the delivery of our overarching 'Together Towards Outstanding Care' Strategy; driving the continuing improvement of care services in Bury. You will work alongside partners to deliver Bury's 'Provider Workforce Strategy' which includes our unique workforce support offer delivered by Bury Care Academy; supporting providers with recruitment, retention and staff development.
The role will require:
- Strategic Leadership: Develop and implement commissioning strategies, ensuring alignment with legislative requirements and NHS guidance.
- Transformation & Innovation: Lead large-scale change programmes and embed innovative, outcome-focused services.
- Partnership Working: Foster strong relationships across the health and care system, including providers, stakeholders, and community partners.
- Performance & Quality: Ensure services deliver value for money, meet performance targets, and achieve high-quality outcomes.
- Team Leadership: Manage and inspire a team, ensuring effective delivery of strategic objectives.
- Financial Oversight: Shape and influence significant budgets, ensuring robust financial planning and compliance.
We are looking for a candidate who combines strategic vision with operational excellence:
- Extensive knowledge of social care legislation, NHS policy, and commissioning frameworks.
- Proven leadership experience in commissioning, contracting, and service transformation.
- Strong analytical and negotiation skills, with the ability to manage complex, sensitive issues.
- Excellent communication skills and the ability to influence senior stakeholders.
- A postgraduate qualification (or equivalent experience) in commissioning, contracting, or strategy.
