The Role
This is a senior leadership position with responsibility for the mobilisation and ongoing oversight of core and cluster supported living services.
You will lead the safe establishment of new services while providing operational oversight across existing services, supporting Registered Managers to deliver high-quality, compliant, and outcome-focused care.
Key Responsibilities
Service Mobilisation & Development
Lead end-to-end mobilisation of new supported living services
Ensure services meet commissioning, regulatory, and organisational standards
Embed strong, values-led, person-centred cultures from day one
Identify and mitigate operational risks during early service delivery
Leadership & Management
Provide senior leadership and line management across multiple services
Maintain oversight of quality, performance, and compliance
Lead improvement plans where services fall below expected standards
Act as a senior escalation point for complex operational, safeguarding, or regulatory matters
Quality, Safeguarding & Compliance
Ensure compliance with CQC regulations, safeguarding frameworks, and the Mental Capacity Act
Oversee inspection readiness and regulatory action plans
Promote dignity, safeguarding, and positive risk-taking
Financial & Operational Oversight
Manage service budgets, staffing models, and agency usage
Monitor occupancy, voids, and service sustainability
Work closely with commissioners to meet contractual expectations
Partnership Working
Build strong relationships with commissioners, families, and professionals
Represent the organisation at multi-agency meetings and reviews
Essential Criteria
✔ Significant experience in adult social care (supported living preferred)
✔ Experience of service mobilisation, transformation, or development
✔ Strong knowledge of:
CQC regulatory framework
Mental Capacity Act
Adult safeguarding
✔ Experience managing multiple services
✔ Confident decision-maker with strong problem-solving skills
✔ Ability to work autonomously in fast-paced, change-led environments
✔ Relevant qualification (minimum NVQ Level 3 in Health & Social Care or equivalent)
