We are seeking to recruit an experienced Asset and Commercial Manager to lead a dedicated team of professionals within Housing Investment Services. You will play a pivotal role in ensuring that the Authority fulfils its statutory responsibilities in respect to the Social Housing (Regulation) Act 2023, Consumer Standards, and the Governments Decent Homes standard, providing homes that are safe, warm and efficient.
You will be part of the senior management team, within a service that employs more than 100 staff. The service is responsible for the management and delivery of responsive, cyclical and planned maintenance programmes, specialist & compliance works, empty property management and improvement/refurbishment schemes to a stock of c24,000 domestic properties, garages and associated buildings and surroundings.
This exciting opportunity will see you being responsible for developing and maintaining a comprehensive, fit-for-purpose asset management strategy, plan and system (NEC – formerly Northgate) to secure alignment with corporate objectives and evidence compliance with the requirements of the Regulator of Social Housings Consumer Standards. These must be supported and informed by maintaining a comprehensive stock condition/HHSRS and energy performance certificate surveying programme, ensuring data quality and effective integration into asset and business planning to inform regulatory inspections and assurance reporting and short, medium and long-term investment decisions.
You will lead on the preparation of annual capital improvement programmes of c£102m p.a. and annual revenue maintenance programmes of c£18m p.a. You will be responsible for establishing and maintaining appropriate systems and procedures for effective financial and management budgetary control throughout the service, including regular detailed performance, risk and compliance reports to senior leadership and governance bodies. You will also be responsible for the ongoing analysis, accuracy and annual co-ordination and submission of yearend closedown accounts, accruals, general ledger adjustments and reconciliations to corporate finance.
You will need to have a degree in a related field or be able to demonstrate an equivalent level of experience in a senior management position. You will be experienced in operating and managing change in a complex environment and be able to demonstrate experience in management, control and monitoring of significant budgets and implementing asset management principles and strategies. You must have good project management and inspirational leadership skills, and be able to interpret complex data, think strategically and possess strong business acumen. A good understanding of the key challenges & opportunities facing local government and a strong working knowledge of the relevant Government legislation that applies to stock investment and Decent Homes, and Regulator of Social Housing requirements are essential. You must have highly developed written and report writing skills and be able to communicate with a variety of key stakeholders, including contractors and other partners, using appropriate language and detail.
