About the role:

Horsham District Council is looking for a Learning and Development Adviser to join our Human Resources and Organisational Development team to support and respond to the learning and development needs of the Council’s workforce and Elected Members. You will co-ordinate and deliver training across all levels of the organisation to ensure that staff have the knowledge, understanding, skills and motivation to carry out their roles effectively, while also supporting their development so they can fulfil their potential and contribute fully to the Council’s corporate objectives.

As Learning & Development Adviser you will design, develop and deliver a wide range of training and development programmes, including workplace soft skills, wellbeing and Equality, Diversity & Inclusion training. You will work closely with the Head of HR & OD and managers across the Council to identify learning and development needs, support the use of apprenticeships and professional qualifications, and promote a strong learning and development culture. You will also maintain the Council’s Learning Management System, keep accurate training records, evaluate the impact of learning activity, and help commission and manage external training providers where appropriate. Hybrid working will be in line with departmental arrangements.

About you:

To succeed as Learning and Development Adviser, you will be someone with a sound understanding of the principles of adult learning and the training cycle, with experience of designing and delivering learning using a variety of methods. You will be confident building relationships, communicating and presenting to a wide range of stakeholders, and able to work effectively as part of a team. You will also have an understanding of apprenticeships and the apprenticeship levy, be highly organised, able to manage and prioritise your workload, and demonstrate a flexible, customer-focused approach. Experience of learning needs analysis, e-learning design, or holding (or working toward) a CIPD or similar qualification would be an advantage.
