New recruits to the Civil Service joining MoJ are expected to join at the band minimum.
Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).
GDD:
Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is within the Product and Delivery Job Family and is a Business Analyst role at Business Analyst level.
Reserve List:
HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. Background
The Decommissioning and Legacy Risk Mitigation (DLRM) Programme is part of the Government’s Major Projects and Programmes portfolio and has been established to mitigate the risks presented by HMCTS’ legacy technology. The programme sits within HMCTS’ Digital and Technology Services directorate and works across HMCTS, MoJ and Cabinet Office to deliver its primary aim of decommissioning HMCTS applications without undue risk.
The scale of ambition for the DLRM programme is significant. There are around 300 bespoke applications in use across HMCTS. The programme’s aim is to ensure these applications are able to support HMCTS operations as well as decommissioning those that are no longer needed. As such, the DLRM Programme brings together multiple inter-related workstreams focussed on reducing our technical, cyber and data debt. The work covers a number of Digital, Data and Technology disciplines as well as commercial, financial and programme and project delivery skills and has a blended team of permanent and contingent people from a variety of backgrounds. Having secured funding for this ambitious programme, we are now at an exciting stage of our journey and are looking for enthusiastic and committed people to join one of the most ambitious technology programmes across government.
Job Description:
As a Senior Business Analyst your core purpose will be to undertake the business analysis activity required to effectively support the decommissioning of HMCTS Legacy systems within the Decommissioning and Legacy Risk Mitigation (DLRM) Programme, for all workstreams. These are mostly aligned to Crime, Civil Family & Tribunals, as well as key BA activities in other workstreams - notably Opal (the replacement of the Libra Green on Black application).
The successful candidate will be responsible for the delivery of business analysis objectives identified within the overall project plan for DLRM, including gathering business requirements, stakeholder management, management of related risks/issues/dependencies and to support understanding of data management requirements of decommissioning from a business perspective. You will be experienced in using a variety of BA tools and techniques dependent on the stakeholder and scenario. You will be given the opportunity to continue to grow your BA capabilities, as well as managing relationships with senior stakeholders, as you progress to becoming a leading figure within the BA community.
Key Responsibilities:
Establish the scope, goals and objectives of the project with the Lead Business Analyst and wider senior management and determine what business analysis is needed to achieve the scope, goals and objective
Understand the landscape of the project such as the sponsor/s of the project and the stakeholders / SME that are to be engaged, and the key milestones and timelines for delivery
Generate plans for the delivery of business analysis for a project to inform higher level plans and to set expectations for managers and stakeholders
Lead the engagement and facilitation of workshops and meetings with stakeholders and SMEs to understand their needs and requirements to impact effective and efficient change
Manage the delivery of outputs for business analysis for a project including risks and issues that will impact business analysis, and the wider project deliver, as well as identifying any dependencies and constraints that may impact the end product delivery
