Summary


NHS England hosts the Independent Patient Choice and Procurement Panel (the Panel), which has oversight responsibilities for the procurement of healthcare services under the Provider Selection Regime (PSR) and for patient choice.

We are looking to appoint panellists to work on cases involving the PSR. This is an important role in helping to influence the commissioning and procurement of healthcare services in the NHS and across local government, making it work well for patients and taxpayers. You will be offering important advice about whether relevant authorities have followed the PSR rules.

The Panel is a champion for improving services and outcomes for patients and the taxpayer.

We welcome candidates from the health and care sectors, and other complex, high-profile sectors with the relevant skills and experience. Your experience could be in procurement, healthcare contracting, commissioning, legal or other commercial domains.

We are appointing three additional panellists who will be involved in the direction and final advice on cases. Decision-making will be enacted through meetings with other Panel members or via correspondence. The role will require approximately 2-8 days per month, depending on demand.

Working as a panellist is an exciting opportunity to help make commissioning and procurement of healthcare services work in the best interests of patients and taxpayers.

As panellist, you will help deliver the Panel’s responsibilities by offering advice about whether relevant authorities have applied the PSR rules correctly in specific cases.

The Panel is headed by a Chair, who is accountable for advice made by the Panel. The Chair is supported by a pool of panellists, who consider detailed analysis of representations and initial advice drafted by caseworkers and conclude whether relevant authorities have acted in accordance with the PSR.

Specifically, you will:

· effectively engage in and lead panel discussions and decision-making, including:

o ensuring that all elements of any case or complaint are considered fairly and that an outcome or advice is agreed;

o reviewing papers in advance and approving minutes of the panel meetings; and

o working collaboratively and constructively with colleagues to agree analysis and advice regarding individual cases

· use your own experience and expertise to contribute to the analysis and assessment of evidence provided to the panel by providers and relevant authorities

· ensure panel’s advice to the relevant authorities (or summaries thereof) is high quality and suitable for publication

· contribute to the continual improvement of the Panel’s work.

Earlier this year, the Government announced that NHS England will gradually merge with the Department of Health and Social Care, leading to full integration. The aim is to create a smaller, more strategic centre that reduces duplication and eliminates waste.

If successful at interview, we will initiate an Inter Authority Transfer (IAT) via the Electronic Staff Record (ESR). This retrieves key data from your current or previous NHS employer to support onboarding, including competency status, Continuous Service Dates (CSD), and annual leave entitlement. You may opt out at any stage of the recruitment process.

The Panel is hosted by NHS England, but operates independently. The Panel's goal is to provide impartial, clear and useful advice to Integrated Care Boards, NHS providers, independent providers and local authorities.

As a Panellist you will work on individual cases with a Chair and one other Panellist. For each case you will typically need to attend one case meeting and review associated documents each week. You may be asked to work on more than one case per week. There may also be periods where there are no active cases.

We are flexible in our working arrangements; for example we try to accommodate Panellists who may be unable to work for parts of the year.

To be considered, you must be able to demonstrate that you have the qualities, skills and experience to meet all the essential criteria for appointment, including:
• ability to analyse and understand procurement approaches, processes and decisions
• ability to provide guidance to case managers
• skill in exercising sound, independent judgement on complex, high profile and sensitive issues
• ability to analyse and interpret complex and detailed briefings, including legal advice and qualitative and quantitative analysis; and to make decisions based on this information
• effective communication skills
• previous experience working in procurement, healthcare contracting, commissioning, legal or other commercial areas. This could be in health and care or another high-profile sector.
• have a strong commitment to achieving quality and value for patients and taxpayers.

Please note that whilst we welcome applications from people who have experience of NHS commissioning and/or procurement, we are mindful of potential conflicts of interest. We may find it difficult to appoint people with current substantive roles in NHS procurement.
