About the Client

The London Borough of Tower Hamlets’ Housing and Regeneration Directorate delivers a wide range of capital investment and development programmes to improve housing quality, increase supply and support sustainable communities. The Capital Delivery Team plays a central role in delivering new build housing projects and ensuring the Council’s ambitious housing programme is achieved.

The Role

Tower Hamlets are seeking an experienced Senior Project Manager to lead and coordinate new build housing projects within the Capital Delivery Team. The post holder will be responsible for project managing a substantial proportion of the Housing Capital Programme, valued at approximately £10m per annum.

This role requires strong leadership, technical expertise and the ability to manage internal teams, external consultants and contractors to ensure projects are delivered on time, within budget and to the highest quality standards. You will be responsible for ensuring value for money, achieving spend targets and driving successful outcomes across multiple workstreams.

This assignment is offered on a temporary basis and is open for candidate submissions until Friday 16 January 2026 at 17:00. The top 15 candidates submitted during this period will be shortlisted for client review.

Key Responsibilities

Lead the project management of new build housing schemes within the Housing Capital Programme.

Manage internal project teams, technical consultants and contractors to ensure effective delivery.

Oversee contracts, procurement processes and performance monitoring.

Ensure projects achieve value for money, quality outcomes and annual spend targets.

Coordinate project planning, risk management, reporting and governance requirements.

Drive progress across multiple projects, resolving issues and ensuring timely delivery.

Work collaboratively with stakeholders across Housing and Regeneration.

Provide clear leadership, direction and accountability within the Capital Delivery Team.

Candidate Requirements

Proven experience managing large‑scale capital or construction projects, ideally within housing or regeneration.

Strong leadership skills with the ability to manage multidisciplinary teams and external partners.

Excellent understanding of contract management, procurement and project governance.

Ability to manage budgets, monitor spend and ensure value for money.

Strong communication, negotiation and problem‑solving skills.

Ability to work to tight deadlines and manage competing priorities.
