About the Role
We are looking for an experienced Operations Manager to lead our Waste Enforcement service within the Environmental Health team. This is a high-profile role where you will shape and deliver enforcement strategies that protect Birmingham's environment and ensure compliance with waste management legislation. Key Responsibilities
- Lead and develop frontline waste enforcement services, driving performance and service improvement.
- Manage a team of officers, setting clear KPIs and implementing robust performance monitoring systems.
- Oversee enforcement activity under the Environmental Protection Act 1990 and other relevant legislation.
- Build strong internal relationships to inform waste management and enforcement policies and strategies.
- Engage with Elected Members and respond to key issues in a fast-paced, politically sensitive environment.
- Manage revenue budgets, oversee monthly forecasts, and ensure financial control.
- Provide leadership on service development projects and contribute to wider Environmental Health initiatives.
- Some property management experience would be advantageous but is not essential.
About You
We are seeking a confident and proactive leader with:
- Managerial Experience: Proven experience in a similar waste enforcement or environmental health role within a Local Authority or comparable regulatory body.
- Technical Knowledge: In-depth understanding of waste enforcement legislation, particularly powers under the Environmental Protection Act 1990.
- Leadership Skills: Demonstrated ability to develop and manage enforcement services and lead teams effectively.
- Performance Management: Experience in setting KPIs and implementing performance monitoring systems.
- Stakeholder Engagement: Ability to work collaboratively and engage with Elected Members and senior stakeholders.
- Financial Acumen: Experience in managing budgets and financial forecasting.
- Qualifications: Environmental Health qualifications are advantageous but not essential.
