The post holder will be responsible for the proactive management of outpatient and inpatient activity across Trust and non Trust sites. Duties and Responsibilities To plan, deliver and evaluate care, adhering to evidence based clinical standards and protocols in accordance with-ratified Trust standards and protocols. To be responsible for the direct management and support of the Phlebotomy team. To be responsible for the management, implementation and validation of processes across the service. To plan and prioritise own duties and workload, balancing patient related and professional demand. Lead in planning and and co-ordination of the Phlebotomy service. To make changes to clinical practice and lead implementation of new working practices when required. To be responsible for highlighting the capacity and demand issues. To take responsibility or investigating complaints or incidents by completing the necessary documentation including the implementation of any action plans. Co-ordinating of annual leave, maintaining accurate staff records and sickness and absence rates. To collect blood samples from adults by venepuncture on Trust and non Trust sites in both an inpatient and outpatient setting. Perform blood collection on all Trust sites. To assist in the practical training of staff in blood collection techniques. To maintain adequate stock levels of the blood collection system both inpatient and outpatient areas. Maintain accurate staff attendance records, including sickness absence policy. To work within all of the standard operational policies and health and safety procedures of the department in accordance with Trust standards and Policies. To perform routine technical procedures using the glucometer and contribute to the QA scheme. To participate in changes to clinical practice and undertake new working practices when required. To follow strict hand hygiene in all areas at all times. To participate in regular audit activities within the department. Complete DATIX incidents in line with Trust policy. Responsible for writing and updating all risk assessments and SOP for the Phlebotomy Department. To ensure the department meets all statutory obligations with regard to health and safety. Communication and working relationships To represent the department at meetings deputising when necessary for appropriate managers. To actively promote internally and externally to the Trust good communication links with all disciplines of staff within associated organisations. Display a professional attitude at all times when dealing with the general public and colleagues alike. Liaise and communicate with Pathology Department, GP's, Medical colleagues, Ward staff, suppliers, patients and other NHS Trusts. Maintain good working relationships with all disciplines. Responsibility for Finance To take an active role in the management of the cost effective use of departmental resources whilst delivering the service. To be responsible for the management of staff resources to maximise efficiency within the agreed budget levels. Responsibility for Human Resources To undertake recruitment and selection of staff within the Phlebotomy team. To monitor individual staff performance initiating action plans where necessary to record progress in line with HR policy. To co-ordinate and participate in the performance review and objective setting process. Disseminate information from all levels within the team in a timely and accurate manner ensuring good communication links. Cover colleagues where necessary in order to maintain the level of service. Adhere to Trust policies, procedures and guidelines. Provide HR information for the department regarding any relevant changes. Ensure compliance with mandatory training requirements in accordance with Trust policy. Responsibility for information resources To take responsibility for ensuring that effective communication skills, written or fae to face, result in a positive outcome. To monitor systems and procedures ensuring that both written and electronic information is recorded accurately to ensure compliance with targets and standards. Utilise the Trust IT resources appropriately in adherence to all policies and procedures. Responsibilities for teaching To be responsible for co-ordinating training and assessing new phlebotomy staff in line with National Occupation Standards. To work alongside trainees and act as tutor. Recognise and accept responsibility for own personal development. Promote and facilitate the need for ongoing learning to encourage all members of staff to have the opportunity to learn and develop. Ensure the effective induction and training of staff; carry out personal appraisals for all staff in accordance with Trust Policy. To identify development needs with objectives reflecting those of the department. To provide supporting documentation, training manuals, awareness sessions etc. To identify and support ongoing development that contributes to individual goals and to those of the department, making staff aware of any in house training or any alternative developmental opportunities. Provide training to new staff members and ensure local induction is completed.
