About the Client
Nottinghamshire County Council’s Integrated Children’s Disability Service sits within the Children and Families directorate, supporting children and young people with SEND and their families. The service is responsible for delivering statutory SEND functions, ensuring high‑quality Education, Health and Care (EHC) assessments, plans and reviews, and maintaining strong multi‑agency partnerships across education, health and social care.
Due to increased workload, the Council is seeking experienced Senior Appeals Officers to support complex casework, tribunal preparation and high‑level SEND decision‑making.
About the Role
This senior‑level role requires extensive experience in SEND appeals, mediation and tribunal representation. You will oversee the statutory EHC assessment and review process for pre‑16 children and young people, ensuring compliance with the Education Act 1996, Children and Families Act 2014, SEN Code of Practice 2014 and Equality Act 2010.
You will lead on tribunal cases, represent the Local Authority at SENDIST hearings, and provide expert guidance to SEND Caseworkers. The role also includes line management responsibilities and oversight of locality SEND performance.
Key Responsibilities
Oversee and manage the statutory EHC assessment, planning and review process for children and young people with SEND.
Ensure children, young people and families are fully included in the EHC process, with clear information, advice and support.
Lead partnership working with education, health, social care and third‑sector professionals.
Act as the authorised officer for signing statutory SEND documentation.
Line manage and supervise a Locality SEND team, including SEND Caseworkers.
Ensure staff training, performance monitoring and development plans are in place.
Allocate new work and monitor team performance against statutory deadlines.
Quality‑assure EHC assessments, plans and provisions for 0–25 year olds.
Provide expert advice on complex casework and support Caseworkers in multi‑agency meetings.
Hold a small caseload of the most complex cases.
Lead on SEND development within the locality and act as a key link for schools and partner agencies.
Monitor progress and outcomes for children and young people with SEND, advising school improvement colleagues where needed.
Respond to complaints, judicial reviews and Local Government Ombudsman enquiries.
Represent the Local Authority at SEND tribunals, mediation and resolution meetings, including case preparation and evidence gathering.
Support and challenge education settings to ensure effective implementation of the graduated approach.
Participate in internal decision‑making panels and contribute to service improvement.
Lead on specialist SEND areas such as Early Years, Primary, Secondary or Post‑16 transitions.
Maintain oversight of EOTAS, elective home education and children not receiving full‑time education.
Ensure accurate case recording and timely reporting.
Escalate concerns regarding staff performance or education settings to the Team Manager.
Candidate Requirements
Significant experience within a SEND service, particularly in mediation and tribunal representation.
Strong understanding of SEND legislation and statutory processes.
Proven ability to prepare and present complex cases at SENDIST hearings.
Experience supervising or managing SEND Caseworkers or similar staff.
Excellent analytical, decision‑making and problem‑solving skills.
Strong partnership‑working skills across education, health and social care.
Ability to manage complex caseloads and competing priorities.
High‑quality written communication, report writing and evidence‑gathering skills.
Confident working remotely and independently.
