Location: Council Offices, Southfield Road, Loughborough, LE11 2TX
Hours: 37.5 hours per week
Start Date: 19 January 2026
Duration: 20 weeks
Pay Rate: £32.10 PAYE / £42.28 Umbrella
Work Pattern: Hybrid – 2–3 days per week in the office

About the Client
Charnwood Borough Council’s Planning and Regeneration Service plays a central role in shaping sustainable development across the borough. Operating within the Housing, Planning, Regeneration and Regulatory Services Directorate, the team manages major development proposals, supports strategic growth, and ensures high‑quality planning outcomes for residents, businesses and stakeholders.

About the Role
The Council is seeking an experienced Principal Planning Officer to support the Development Management team, primarily focusing on major and complex planning applications. This vacancy has arisen due to a permanent leaver, and the successful candidate will play a key role in delivering high‑quality planning services during a period of increased workload.

You will handle a wide range of planning applications, with specific responsibility for major, strategic and often controversial proposals. The role requires strong professional judgement, excellent communication skills and the ability to lead negotiations with applicants, agents and stakeholders.

Key Responsibilities
Manage major and complex planning applications from pre‑application stage through to decision.

Provide high‑level pre‑application advice to developers, agents and stakeholders.

Undertake site inspections, research and stakeholder consultations.

Lead negotiations on Section 106 agreements and major development proposals.

Prepare detailed reports and recommendations in line with national and local planning policy.

Present applications and related items at Plans and Regulatory Committee meetings.

Act as lead officer for major applications and Planning Performance Agreements.

Prepare planning appeal evidence and appear as an expert witness at Public Inquiries, Hearings and Written Representation appeals.

Support and deputise for the Team Leader Major Development when required.

Provide guidance to colleagues on complex planning issues.

Liaise with Planning Enforcement on investigations and enforcement cases.

Work collaboratively with senior officers across the Council on development opportunities.

Contribute to project management and support staff development where appropriate.

Promote continuous improvement, customer satisfaction and high‑quality service delivery.

Candidate Requirements
Substantial recent experience in Development Management, including major and complex applications.

Strong understanding of planning legislation, policy and guidance.

Excellent analytical, negotiation and report‑writing skills.

Confident presenting at committee and representing the Council at appeals.

Degree in Town & Country Planning or related discipline (essential).

RTPI membership (desirable).

Ability to work independently, manage competing priorities and meet deadlines.

Strong communication and interpersonal skills, with the ability to influence and engage stakeholders.

ICT proficiency, including planning software and Microsoft Office.

Commitment to customer care, teamwork and high‑quality service delivery.

Ability to travel across the borough as required.
