Job context The Inclusion Service works in partnership with all schools and settings within North Yorkshire to promote the inclusion, participation and achievement of children and young people with SEND. These services are allocated into SEND hubs, coordinating provision at a locality level across CYPS as a whole, to ensure needs are met holistically. This role involves a highly specialist level of spoken communications, so a confident use of English language is required. Job purpose To carry out the professional responsibilities of a Speech and Language Therapist with highly specialist caseloads including the Youth Justice service, Personalised Learning College and learners who have been permanently excluded from school. To develop systems and practice within these clinical services which are based in evidence and ensure efficient service delivery. To develop and coordinate speech and language therapy services within the locality including allocation of statutory advices and tribunal mandated input. including developing new services to the Youth Justice service, SEMH targeted mainstream provision and Pupil referral services. Over time there may be further services/contracts in the locality all of which will require service design and implementation. To ensure that services are delivered and developed in line with current best practice and evidence. To improve the communication skills of the learners by direct intervention, and developing the skills and resources of the staff. Operational Management: Working with the professional lead, based on an expert level of CPD and awareness of trends in the field, develop and deliver specialist services within the local authority, advising the professional lead as appropriate within your area of clinical specialism Work across services including Early Help, schools, settings and with health colleagues to develop services which ensure SLCN is accurately identified and needs supported early Development of innovative approaches and programmes to meet needs of children and young people in schools and settings, including establishment of new S< services to the YJS, PRS, and for pupils attending the SEMH TMP. Establish the needs of these settings, and develop a service offer which includes both a whole setting, screening, and individual level input. Develop partnerships across agencies, particularly with private S< providers, NHS commissioners and providers, and social care, in order to deliver efficient services which best meet needs Develop a range of appropriate information / supporting materials (including webbased) to support schools and families. Communications: Use clear, accessible language when communicating Ensure clarity and specificity in describing the service offer in order to manage . expectations of the teachers and the service users families. Effectively communicate needs, outcomes and provision required in written reports to contribute to statutory SEND process. Keep up to date with best practice and contribute to the professional development of staff both internally and externally To act as expert witness at tribunals. To work as part of an established, multidisciplinary locality hub team based on a flexible approach to support Partnerships / To develop new specialist services as required within the locality, particularly around corporate SEMH, and for multiply vulnerable young people working: Develop and sustain integrated working and effective relationships with health, statutory and voluntary agencies, and professionals within the broader range of services for children and families to support children and young people Share experience and provide professional advice and guidance to other agencies as required, working as closely as possible to ensure holistic support. Management of staffing budget and specialist resources budget of approx. To advise and support the professional lead in developing CPD plans for the team management: To effectively advise schools, settings and parents / carers on appropriate resources to support speech, language and communication development. Provide data on children and young peoples progress and outcomes to inform LA Systems and data collection and analysis, service development and professional performance management. To keep appropriate and timely records and case notes. Strategic Work within the boundaries and ethos of school/service policies and procedures. management: Ensure appropriate confidentiality in all interactions. Be responsible for promoting and safeguarding the welfare of young people and vulnerable adults that you are responsible for and come into contact with. Involve learners when taking actions that concern them. Safeguarding: Communicate, record and report actions and outcomes using the most appropriate format e.g., service recording forms. Ensure that information sharing protocols for children and young people, and their families, as set out in the General Framework for Information Sharing in North Yorkshire 2005 are adhered to.
