The Maritime & Coastguard Agency (MCA) is seeking a Seafarer Safety & Health Clinical Advisor. The MCA is an Executive Agency of the Department for Transport (DfT), its job is to protect the public and those working at sea, and to provide rescue when necessary.

This role sits within the Directorate of UK Customer Maritime Services (UKCMS) which includes several customer-facing teams: the Registry of Shipping and Seamen (RSS), UK Shipping Concierge, Regulatory Innovation, Seafarer Safety & Health, and the Seafarers Technical Delivery team.

Under the remit of international and national legislation, the UK provides statutory medical fitness certification for seafarers and fishers and lays down standards for medical care on board ships. The role of the Medical Advisor is to provide clinical advice and work with the Medical Administration Team, within the Seafarer Safety & Health branch. This will involve contribution to the clinical aspects of the MCA medical certification system and approval of ENG Approved Doctors, medical referees, and ML5 medical assessors.

As the Medical Advisor, you will be responsible for clinical advice and guidance for relevant policy such as the carriage of medical stores on vessels and contributes to the review and amendment of the Ships Captain's Medical Guide. You will act as the subject matter expert on clinical aspects of seafarer medical fitness examinations, and medical care on board ships. You will provide clinical advice and support to the Medical Administration Team, ensuring that the Team delivers a high quality and efficient seafarer medical examination and certification service.

Your responsibilities will include, but aren’t limited to:

Providing medical advice and coordination of delivery of UK seafarer medical examinations and medical appeals (currently about 54,000 medicals per year), which includes participation in: the recruitment, re-appointment and audit of a network of MCA-approved Doctors in the UK and overseas (currently about 190) to serve the UK flag and UK seafarers.provision of guidance and training for MCA approved Doctors and the Approved Doctors' seminar.appointment of medical referees and annual casework audit meetings.governance and quality control of the seafarer medical examination system.Providing casework guidance including drafting advice for senior officials or ministers on clinical matters as appropriate.Attending Strategy meetings and steering groups which require clinical input.Audit participation of MCA approved doctors on a 5-year cycle.Providing clinical advice on acceptance of non-UK seafarer medical certificates and other equivalents and reviewing candidates for acceptance.Contributing to clinical advice to relevant policy, regulations and associated guidance to seafarers and fishers and to industry,Participating in the review of the Ship Captains Medical GuideRepresenting MCA for seafarer medicals at national and international forums.Liaising with Seafarer Training and Certification Branch on medical aspects of certificates of competency.Providing clinical advice on aspects of UK and international requirements for fitness to work as required (including fatigue, working time and impairment by use of alcohol or drugs).
