The Maritime and Coastguard Agency (MCA) is seeking a Divisional Commander to join HM Coastguard (HMCG),which is the operational arm of the Maritime and Coastguard Agency (MCA) with responsibility for 6 Coastguard functions:
- Search and Rescue
- Pollution Response
- Vessel Traffic Management
- Maritime Safety
- Maritime Security
- Emergency and Disaster Management
There are three delivery disciplines within HM Coastguard Operations; Maritime, which coordinate activities from an operations room environment, Aviation which operates the Aeronautical Rescue Coordination Centre (ARCC) from an operations room environment, and Coastal which provides a frontline emergency response on the coast. This opportunity is part of Maritime & Coastal Operations.
As the Divisional Commander, you will be responsible and accountable to the Assistant Chief Coastguard for Channel Operations for strategic planning and the management of the operational delivery and performance of the Division 3 Coastguard Operational Division, consisting of the Maritime Rescue Coordination Centre (MRCC) Dover, the Vessel Traffic Service (VTS) team split between the MRCCs at Dover and Falmouth, and 2 Coastal Operations Areas (Area 7 (East Anglia) and Area 8 (SE England) made up of 35 response teams and c.400 volunteers.

You will have strategic oversight of the high-profile Small Boat Crossing SAR function, setting and managing the HM Coastguard national network SAR response and working alongside other Governmental agencies, and charity and international partners.
You will provide strategic leadership, supervision and guidance to direct reports to ensure that operational delivery is effective. You will ensure that a culture of safety, professionalism, trust and respect prevails at all times and that the wellbeing of staff and volunteers remains their top priority with regular engagement across their Coastguard Operational Division.
Your responsibilities will include, but aren’t limited to:
Governance and review of processes underpinning successful operational preparedness and strategic delivery of effective and efficient Maritime and Coastal Operations. Identifying, mitigating and monitoring strategic risks within their Division, collaborating with colleagues as necessary and providing the Senior Officer Group with a strategic overview of operations and response capabilities.Development and delivery of HM Coastguard national policies and projects including leading and chairing national strategic policy groups and management of national resources.Ensuring delivery of MCA Category 1 Responder obligations under the Civil Contingencies Act 2004 with emergency response partners in civil resilience planning, training and exercises at local and regional levels, and for the implementation of national MCA resilience policies and processes within their Coastguard Operational Division. Represent HMCG at a strategic level, liaising and negotiating with other SAR stakeholders, national authorities and Governmental Departments for emergency and resource planning purposes, exchanging information on capabilities and determining roles, processes and procedures for inter-agency and interoperable working at all levels.Delivery of Vessel Traffic Service responsibilities for the Channel and Sunk areas.Identifying, recording, operational implementation and reporting of organisational learning and development procedures and culture.Maintaining oversight of Divisional budgets and operating within financial targets whilst managing resources to achieve value for money and ensuring effective operational delivery.Oversight of Estate / Property used by their Coastguard Operational Division.Ensuring levels of governance and supervision are in place to maintain accreditation to the ISO 9001 quality management system.Demonstrating high standards of integrity, honesty and inclusion. Being accountable for creating a culture of psychological safety, establishing a safe and supportive environment, allowing all to perform to their best abilities.Participating in a 24/7 on-call rota and undertake the role of National Strategic Commander (STRATCOM) Duty Officer providing strategic advice, support and guidance to Coastal and/or Maritime officers. Responding to complex and/or major SAR, Counter Pollution and other incident-types as part of the Strategic/Gold Command Team, acting as the Gold Commander as required, in accordance with Inter-Agency protocols and the Civil Contingencies Act. Acting as a spokesperson on behalf of MCA & HMCG for major incidents or events, or those of national significance.Great line management is important to us as an organisation, and we will equip and support line managers to develop the skills they need.
