Purpose
The Chair will provide visible, independent non-executive leadership across the region to underpin development and delivery of a regional strategy to improve health and healthcare. They will also lead independent assurance of Chairs including consistent, fair and impactful appraisals for system Chairs so that executive line management and statutory decision-making operate with clarity, pace and confidence.
Political Value and Key Relationships
Provide visible, independent assurance to Ministers and Parliament on governance capability and leadership across the region, reinforcing public confidence in the NHS’s stewardship of quality, safety and public money
Work closely with the NHSE Chair (whilst in place) and the NHSE Chief Executive (while in place) to align non-executive insight with national priorities, and support the Regional Chief Executive in oversight, improvement and where necessary regulatory action drawing on the assurance derived from Chair appraisals
Represent the Region credibly with civic partners, regulators, the wider public sector and business community; communicate progress with clarity to sustain confidence
Ways of Working
Strategic partner to the Regional Chief Executive: trusted adviser and critical friend in oversight; align governance actions with improvement and, where necessary, regulatory steps
Regional Chairs’ forum: convening chairs across the geography, whilst providing a forum to drive leadership and improved outcomes for the region
Induction & development rhythm: shared competency framework; sponsor induction for new Chairs and targeted development for the community
Insight & escalation: surface material risks early and fairly; ensure that information quality enables timely decisions

Earlier this year, the Government announced that NHS England will gradually merge with the Department of Health and Social Care, leading to full integration. The aim is to create a smaller, more strategic centre that reduces duplication and eliminates waste.
