Accountable to: PCN Clinical Directors Line Manager: Celia Townend Practice Manager, Axbridge & Wedmore Medical Practice Hours: 37.5 hours will need to work a Friday Salary dependent on experience but guide £25.00 - £28.00/hour Purpose of the role The purpose of the role is to provide management support to the Clinical Directors and PCN Board, to deliver local strategic objectives. The manager will ideally have primary care experience, be comfortable looking strategically, exploring new ways of working, suggesting options for change, and being prepared to push the boundaries of established thinking as well as have sound operational knowledge and acumen for Organisational Management, Human Resource, Finance and Budgeting The PCN practices have agreed to work together to deliver the NHS Long Term Plan and Network Contract Enhanced Service. The post holder will be expected to deliver local strategic objectives and to deliver the following priorities: 1. To support the sustainability and resilience of GP Practices in North Sedgemoor PCN. 2. To Support the implementation and co-ordination of the North Sedgemoor PCN as per the NHS Long Term Plan. 3. To maintain the sustainability of the workforce in view of the growing demand for service. 4. Supporting change management across the Primary Care Network. 5. To fulfil the requirements of the Network Contract DES. 6. Act as first point of contact for Practice Managers, coordinate with PCN team leads and ensure high quality, patient centred services. Key Roles & Responsibilities: To work closely with the Clinical Directors and PCN Board to provide operational support and guidance to enable the Network to meet its agreed aims and objectives. Excellent personnel/HR skills Monitor and evaluate performance of the PCN against objectives; identify and manage change Develop and maintain effective communication both within the PCN and with relevant outside agencies. Prepare and annually update the PCN Strategic Development Plan (and any other written information requested by the PCN management committee), oversee the implementation of the aims and objectives. Attend relevant local meetings in agreement with the Clinical Director and line manager; to share views and liaise with member practices and other agencies and relevant parties. Operational Management - human resource, financial management, organisational management of North Sedgemoor PCN. Influencing, leading and supporting the development of excellent relationships across the network to enable collaboration Financial Management Financial administration and reconciliation of financial funds and maintaining accurate financial records. Preparing a PCN budget/forecast and share a regular financial update to keep members informed. Administer and monitor pay and reimbursement for staff. Contracts management with other organisations in the project. Creation and submission of funding bids. Liaison with PCN Accountants. Human Resources Management Oversee the recruitment and retention of staff employed on PCN Network projects, as well as support early planning of further recruitment. Ensure that all PCN staff are legally and gainfully employed. Monitor skill-mix and deployment of staff, aligned to direction given from the Clinical Director. Ensure that PCN staff have appropriate pre-employment and governance checks, have suitable induction, and are adequately trained to fulfil their role. Ensure that there is effective appraisal and monitoring systems for PCN employees. Support and mentor PCN staff, both as individuals and as team members where appropriate. Implement effective systems for the resolution of disputes and grievances including the disciplinary system. Keep abreast of changes in employment legislation. Maintain up to date HR documentation (including job descriptions, employment contracts, DBS, Mandatory Training, immunisation records and employment policies). Maintain adequate staffing levels to meet PCN/Network commitments. Data and IT Management Managing the collection of data for continuous quality improvement. Ensuring team members have access to lT to enable them to successfully perform in their job roles. Develop and management of any websites and social media to be utilised by the PCN. Manage information governance to include development and implementation of information sharing agreements, completion of data privacy impact assessments and other matters around GDPR. Liaise with the ICB/NHSE regarding systems procurement, IT funding and national lT development programmes. Marketing and PR Communications Develop and update promotional literature (to include any social media and internet platforms) to promote the PCN to the healthcare community and public. Develop and implement a public relations programme to promote North Sedgemoor PCN (to include attendance and presentations at events hosted by the Network, Somerset ICB, NHSE etc.). Attendance at meetings to include operational meetings, executive team meetings, steering group meetings and external meetings of value to the project. General Keep a log of PCN projects, milestones and objectives tracking progress of these objectives ensuring clear communication to the Clinical Directors and Board of progress including timely and clearly highlighting any areas of risk. Overseeing meeting schedules, minute taking, preparation (including Agendas) and distribution of papers within 7 days of Board meetings. To include completion of agendas and minute taking for virtual meetings keeping a list of actions to be undertaken and followed up as appropriate. Primary support to the Clinical Directors in their roles and responsibilities Supporting the CDs to provide strategic and clinical leadership to the network, developing and implementing strategic plans, leading and supporting quality improvement and performance across member practices (including professional leadership of the Quality and Outcomes Framework Quality Improvement activity across the network). Influencing, leading, and supporting the development of excellent relationships across the network to enable collaboration. Supporting the CDs to provide strategic leadership for workforce development, through assessment of clinical skill mix and development of network workforce strategy. Supporting network implementation of agreed service changes and pathways, working closely with member practices, the wider PCN and the commissioner to develop, support and deliver local improvement programmes aligned to national and local priorities. Take a leadership role in supporting staff, public and stakeholder engagement. Developing relationships and working closely with other network Clinical Directors, clinical leaders of other health and social care providers, local commissioners and Local Medical Committees. Attending meetings as required on behalf of the Clinical Director or the Network and feeding back to the PCN members. Prepare and annually update the Network Strategic Development Plan (and any other written information requested by the PCN Board, oversee the implementation of the aims and objectives and feedback on progress at Network meetings.
