To assist in the project delivery of the Waste Service infrastructure throughout the County, including effective risk and performance management to ensure the function of the County Council as Waste Disposal Authority is delivered effectively and efficiently and within budget.
To ensure that the maintenance plan for Waste facilities including five Waste Transfer Stations (WTSs), eleven Household Waste Recycling Centres (HWRCs) and five closed landfills will ensure that sites are safe and compliant with Health and Safety Regulations and Environment Agency permitting requirements.
To assist in the development and manage an Infrastructure Asset Management Plan for LCC's Waste facilities, including the development and re-design of existing facilities to improve operational efficiency.
To assist in the delivery of waste infrastructure construction projects such as HWRCs, WTSs and Anaerobic Digestion Plants.
To ensure that the requirements of the Construction (Design and Management) Regulations 2015 are complied with at all sites.



Member of the Institution of Civil Engineers or equivalent technical institution.


Qualified to minimum level of IEng/EngTech in Civil Engineering.


3 years experience in carrying out safety and condition inspections.


3 years experience in managing project minor works maintenance projects .


3 years' experience in the
development of capital projects demonstrating a high level of skills in designing complex sites utilizing innovation to provide best value.


3 years experience in contract or
partnership management to deliver
front line and backroom services.


3 years contribution to the work of, and negotiation with outside bodies on behalf of the County Council.


Experienced practitioner in the use of Windes Drainage Design IT package.

Experienced practitioner in the use of AutoCAD IT drafting package.


Experience in the Town and Country Planning Act 1990 through making Planning Applications.


3 years experience in applying the NEC3/4 Contract in project delivery.


Experience in role which requires site maintenance to be identified and carried out.

3 years experience of carrying out total station surveying and setting out for engineering purposes.


3 years experience of producing designs which meet the requirements of the Construction (Design and Management) Regulations 2015.


3 years experience in design (including calculations) in the relevant specialism areas, with
detailed applied knowledge of relevant standards (eg Eurocodes, DMRB, Manual for
Streets, BS5489, SuDS Manual etc.).


3 years experience in estimating works and fee costs for projects


Experience of operating a wheeled loading shovel for the purpose of loading waste.
