We are recruiting a Grade 5 Advisor to lead the development of organisational know-how capabilities and support the integration of professions relevant to all staff. This versatile role sits within the Leadership and Capability team and contributes to the delivery of EA2030 and the People Strategy. It requires agility, strategic thinking, and the ability to work across boundaries to shape foundational capabilities that support workforce resilience/adaptability in a changing organisational landscape.

What you’ll do:

• Lead the development of organisational know-how capabilities that underpin effective performance across all roles.
• Collaborate on capability writing guidance, templates, and tagging for digital platforms.
• Engage stakeholders to identify where professions intersect with organisational knowledge and apply to all staff.
• Define a tipping point to determine when a capability should transition to the technical and professional skills.
• Support the mapping of professions by articulating their relevance to the wider workforce and identifying cross cutting capabilities.
• Contribute to audit readiness, reporting, and continuous improvement of capability development processes.
• Operate flexibly across the team, adapting to shifting priorities and supporting project-based delivery.
• Maintain awareness of emerging organisational needs and ensure capability frameworks evolve accordingly.

This is a delivery focused role requiring strong analytical skills, stakeholder engagement, and the ability to work flexibly across the team to achieve organisational outcomes. Responding to incidents is a central part of what we do. You'll be asked to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment, and full training will be available to support you with your incident role.

The team

People and Inclusion is a delivery focused team within Strategy Transformation and Assurance, delivering effective services for our customers and people to enable more sustainable EA2030 outcomes.

This role is within the Leadership and Capability team focused on delivering the People Strategy (see attached information), in particular the objective ‘investing in your capability and growth’. The role will be aligned to the work stream of Professions and Technical Skills.

Experience/skills required

Essential
• Experience in Organisational Development, capability frameworks, with an inclusive and systems-thinking approach.
• A strong track record of collaborating across boundaries and influencing senior stakeholders.
• A proactive, people-focused mindset: you enjoy helping others grow.
• An ability to analyse complex information to deliver strategic outcomes whilst adapting to change.
• The ability to quality assure, design and deliver strategic, user-centred solutions that drive impact.
• Project Management skills and experience - planning and delivering work packages with others to quality, time and budget.
• Building effective relationships with a diverse range of internal and external partners.
• Independent problem solving and effective decision making, with the ability to self-start and lead others.
Desirable
• Familiarity with government professions frameworks and standards.
