Summary
To address this, Phase One (2015–2017) of the Commercial & Contract Management Capability Programme (CCMCP) established the Government Commercial Organisation (GCO). The GCO recruits, develops, and retains senior commercial talent, driving best practice across government. By August 2024, the GCO had a specialist workforce of about 1600 experts, with over 90% accredited. Recognising its commitment, the GCO ranked 20th in the ‘Inclusive Top 50 UK Employers List’ for FY23/24. It ensures qualified expertise by focusing on talent management and market-leading reward approaches, benchmarking against other industries.
The award-winning Commercial and Contracts Capability Team within the GCF ensures all departments bolster their commercial capability. The GCF supports this through prolific learning, delivering over 100 events monthly and managing a learning platform with more than 98,000+ users. Training covers essential topics like tackling modern slavery and capturing social value. Over 26,000 public sector learners have achieved Foundation Accreditation, with over 500 reaching Practitioner and Expert levels.
A specific, high-priority intervention is the Transforming Public Procurement (TPP) learning, preparing the workforce for the Procurement Act 2023 from February 2025. Since its launch in May 2024, engagement has been significant: over 12,000 professionals have completed the 15-hour e-learning course, 16,000 individuals attended 24 communities of practice meet-ups, and over 10,000 people signed up for the intensive three-day deep dives.
The continued success of the CCMCP relies critically on the Digital and Systems Team. This team manages a diverse portfolio of digital services and tools underpinning operations. Their work includes delivering up to 150 virtual learning events monthly and supporting the learning platform used by over 98,000+ registered users. Sitting within the Transformation, Enabling Infrastructure, and Operations pillar, the team optimises the systems and processes that empower the CCMCP to achieve maximum productivity and sustainable growth.
We are looking for a Learning Management System (LMS) Managers to join our LMS team, to work with colleagues in their immediate team and across Capability to oversee the implementation, maintenance, and ongoing development of our LMS platform. The LMS Manager will be part of a team responsible for managing the day-to-day operations of the LMS, offering depth and resilience in our management of a business-critical system, and ensuring that the system is functioning at optimal levels at all times. The ideal candidate will have experience in managing a Learning Management System (Totara) and be familiar with current LMS technologies and best practices and working within a team including a Product Manager, acting in a product owner role, and with a commercial contract manager and senior contract owner.
The Learning Management Systems Specialist role is a technical, system-focused role, where you will build our learner experience through innovative and continuous improvement of our Learning Management System (LMS) and ensure that the LMS is configured in the best possible way to deliver an effective and engaging user experience for all end users. You will also act as second-line support for end-user queries with LMS functionality. You will have excellent teamwork and communication skills and be able to build relationships with stakeholders at all levels. You will be experienced in managing and prioritising a changing workload.
