Neway International are seeking a Revenues & Benefits Quality Assurance Officer to join our client, Elmbridge Borough Council.
Location: High Street, Esher, Surrey, KT10 9SD
Hours: 36 per week
Start Date: 05 January 2026 Duration: ongoing
Pay Rates: PAYE £21.89 per hour / Limited/Umbrella £28.54 per hour
Work Pattern: Minimum of 1 day per week in the office

The Role
As a Revenues & Benefits Quality Assurance Officer, you will assist the Quality Assurance Manager in overseeing the Benefits and Local Taxation functions of the Council. This includes property inspections, benefit appeals, reviewing benefit assessments, and providing training to Customer Services staff on policy interpretation. You will also represent the Authority at tribunals and contribute to process improvements within the service.
Key Responsibilities
Provide quality assurance across Housing Benefits and Local Taxation functions.
Conduct property inspections to ensure Council Tax and Business Rates records are accurate.
Prepare information and represent the Authority at tribunals.
Respond to complaints and attend valuation tribunals.
Deliver training to Customer Services staff on benefits and taxation policies.
Support process changes and improvements within the Revenues & Benefits team.
Candidate Requirements
Education to GCSE, O Level or equivalent.
Experience working with computerised systems and updating records in live environments.
Familiarity with legislation, administrative rules, and interpreting regulations in individual circumstances.
Experience handling complex data and presenting it appropriately to different audiences.
Strong communication and negotiation skills, with the ability to manage difficult situations tactfully.
Organised, accurate, and able to manage workload effectively to meet targets.
Intermediate Microsoft Office skills, particularly in Excel.
Access to a suitable vehicle.
Basic DBS disclosure required.
Knowledge of Local Taxation or Housing Benefit and experience in Quality Assurance environments is desirable.
