HMPPS Band 8 - Workforce Delivery Project Design Lead

The post holder will lead on the implementation of new Workforce Delivery Models for Prisons (WDMs) across the adult prison estate. The WDMs describe delivery requirements for specific tasks and quantify the staff resource requirements to carry them out.




They will be required to enable teams carrying out establishment visits and process reviews, in line with the AED priority framework, to support site specific implementation. They will also be responsible for supporting the modelling aspects of the Independent Sentencing Review implementation.




There will be a significant amount of stakeholder engagement and management, particularly when the model outputs result in a change to TSF. The post holder will be expected to handle Tus and Governors sensitively and professionally within this scenario and will also be expected to have some challenging discussions around the impact if the model were to be implemented.This requires a significant level of resilience and professionalism.




An understanding of, and ability to analyse prison resourcing data is key to this role.




The post holder will also be responsible for the coordination of the Project Management function of the project including the development, embedding and management of all processes relating to the implementation of WDMs whilst supporting collaborative working with the WIT team, Capacity Mobilisation team, the Operational Line ( including Trade Unions) and several other key stakeholders. The organisation and prioritisation of implementation work will also be managed by the post holder.




The role is based in the HMPPS Workforce and Capability group, within the Transforming Delivery Directorate. The job holder will be required to travel extensively to visit sites and for central review meetings in London and other MoJ offices. Regular overnight stays may be involved dependant on distance travelled.




This post is non-operational.

Experience

The post holder will need to have good operational knowledge of the range of different prisons and prisoner cohorts to be able to accurately explain the nuances of the models and the impact they will have at site level, knowledge around profiling and workforce planning are also necessary.

Technical

Recognised project management qualifications or equivalent experience e.g. PRINCE2, APM, MSP is desirable.
Knowledge or experience working in a project or programme environment.
Understand the management structures and culture of the Prisons.

Minimum Eligibility

All candidates are subject to security and identity checks prior to taking up post.
All external candidates are subject to 6 months’ probation. Internal candidates are subject to probation if they have not already served a probationary period within HMPPS.

Please note that this is an opportunity for a secondment for up to 18 months.
