The post holder is responsible for the day-to-day operational management of Neonatal nursing services providing exert specialised care to infants requiring, intensive care (ITU), high dependency (HDU), low dependency (LDU), transitional care (TC), community (NCOT) and screening services under the remit of the Neonatal Service.

Responsibility for development within the department / ward, taking a lead role in ensuring continuous improvements in standards for the benefit of good patient care, represent the department / ward and division at appropriate trust meetings

The post holder will be able to make effective decisions autonomously / independently without supervision and in partnership with patients, families and the multi-disciplinary team



Ensuring effective communication and engagement is maintained at all time, ensuring opportunities for staff at all levels to contribute to decision making at ward or department level.



Manage and co-ordinate a department team, working autonomously without supervision, providing professional clinical leadership and responsibility for ensuring an environment of empowerment through coaching, teaching and facilitation.

Manage staff and rotas daily, incorporating the Trust attendance policy, linking in with the Matron to manage staff sickness.



To communicate and work collaboratively with senior managers, senior medical and nursing staff, service users, outside agencies and other professionals to develop and improve the neonatal service.



Daily management of the NICU environment always working to ensure the most effective use of all ward resources.

Key Relationships


1 Work within trust policies and protocols, and accountability to ensure that all staff within their remit are complying with Trust and Professional Policy and standards

2 Act as an advocate for the patient.

3 Work with the multi-professional team including all the nursing and medical management team, Governance Team, Education Team, NCOT, APH Team and other professionals / specialists / therapists.

4 Work with external agencies, e.g. Social Services, to provide optimum level of service.

5 Maintain efficient and effective communication and working relationships with other professional groups and staff working within the trust

6 Identify act and liaise with inter agencies regarding safeguarding issues

7 Assist with orientation programmes which familiarise new members of staff with the organisational and clinical demands of the service.





Managerial & Leadership

Responsibility to ensure that staff within their team have a personal development plan to meet their personal and Trust objectives, making use of the Trust capability policy where appropriate. Identify staff development needs and take responsibility for their continuing professional development and performance



· Ensure that all staff are enabled to attend Trust and local department mandatory study days, and other study days identified through their PDR process, managed within the principles of the trust rostering policies.

Always maintain a safe working environment, recognising the health and safety of families, visitors and staff.



· Take a pro-active role in maintaining effective communication with all the members of the multi-disciplinary team. Ensure that communication with families remains effective in meeting the sensitive needs of the family. Able to communicate with empathy and reassurance in demanding and sometimes challenging situations.



· Participate in ensuring that resources are managed effectively, efficiently and economically.



· Monitor and manage in accordance to Trust policy and with support from Matron episodes of staff sickness, annual leave and study leave, in accordance to Trust Policy. Ensure the accurate completion and return of all documentation relating to leave, absence, unsocial hours, and bank shifts.

Participate and oversee staffing rotas to ensure that staff members, providing care have a rota that is tailored and suited to the individual within agreed Trust protocols and guidelines.

Manage, monitor use of bank shifts to maintain safe staffing levels.

Promote people’s equality, diversity and rights

Assist as necessary with the shift leader to manage activity and bed status

And where necessary follow the escalation policy to ensure safety.



· Assist in the trial of new equipment, products, procedures and other materials within the unit and help evaluate effectiveness. Assist with data collection and the production of statistics as required.

Work alongside teams for clinical audit, benchmarking and research in the development of practice related to the unit.

Oversight / Liaison with the house keeper to ensure adequate provision of stores. Encourage economical use of these items within the constraints of the unit budget. Ensure that equipment is handled correctly and is maintained in safe working order.



· Ensure that the controlled drugs and emergency resuscitation trollies are checked daily.

Act on any concerns in relation to patient care, adult / child protection, the ward environment, staffing, accidents or incidents that may affect the service given to the babies and their families. Assist / support in the investigation and resolution of the same appropriately seeking advice and support as needed.



To investigate accidents, incidents, complaints, implementing corrective actions where necessary, in consultation with the Matron/ Governance lead, in line with Trust policies

Clinical


· Works at all times work in accordance with the NMC Code of Professional Conduct. Ensure that Neonatal care within the unit reaches the required professional standard.



· Exercise a high degree of personal and professional autonomy and critical judgement.



· Ensure that accurate and comprehensive nursing records are maintained using appropriate documentation, adhering to the NMC Code of Conduct and Trust policy, pertaining to patient confidentiality, data protection
• Motivate colleagues and self to deliver high standards of care in line with the unit / ward philosophy and Trust strategic objective. Advise junior staff and students on care strategies and provide rationale and teaching of evidence based care to other team members.
• Manage challenging and difficult situations with a professional and emotionally appropriate response, ensuring the needs of the baby and family remain paramount.
• Provides support to all nursing and medical staff dealing with difficult and challenging situations.
• Be aware of the psychological, social and emotional needs of families in relation to their Neonatal stay. Ensures that all communication with parents, either face to face or via the telephone is effective in meeting the sensitive needs of the family.
• Work as part of the multidisciplinary team in supporting families especially during the delivery of bad or distressing news.
• To be actively involved in referring to other agencies and specialities – Social Services, Therapy services, Safeguarding Team, etc.
• Working with Medical Engineers to ensure equipment is serviced in a timely manner, that it is always serviced and kept in good working order.
• To be competent and abide by statutory rules and regulations concerning the safe custody and administration of drugs. Follow Trust and ward drug policies and protocols and encourage other members of staff to do the same.
• Monitor and action as required standards of cleanliness within the neonatal environment and within the clinical areas following Infection Prevention and Hospital Policies

Education



· Facilitate the education of registered and none registered staff and work in association with the education team.
• Work with the Educator Team to develop protocols and guidelines relevant to nursing practice. Develop and maintain own expert skills and knowledge and awareness of professional issues

· Participate in appraisals for staff and assist in objective setting. To counsel staff in relation to their personal and professional needs in consultation with the Matron if needed.

· Ensure adherence to mandatory training requirements within department. Promote compliance and manage non-compliance. Develop and implement action plans to address deficits.



Communication:
• Demonstrate excellent interpersonal skills and promotes effective communication within the neonatal team, liaises with Team Leaders, Shift Leader, Education Team and the multidisciplinary team.
• Establish and maintain communications with parents and families which shows a sensitivity to their circumstances including emotional state and level of understanding. Delivering sensitive information and dealing with barriers to understanding
• Articulate and interpret information for families, parents, colleagues and others in complex situations using a variety of strategies to resolve issues.
• Demonstrate an ability to identify and respond appropriately in conflict situations and work towards a resolution, always maintaining a safe environment for staff and patients.Service Improvement
• Assists/leads in clinical audit programmes
• Demonstrates an awareness with ongoing research on the unit
• Is involved and where appropriate takes the lead in current developments in neonatal care and new service initiatives and works with the team to ensure compliance.
• Leads in areas of service improvement
• Contributes to the review and development of clinical practice guidelines within the Directorate

• The post holder is professionally and personally accountable for his / her practice and is responsible for promoting and safeguarding the well being and interests of the infants and families at all times.



· The post holder will act in a manner consistent with the N.M.C. Professional standards of practice and behaviour for nurses, midwives and nursing associates (2015) performing his /her role in accordance with the policies and procedures of Liverpool Women’s NHS Trust

· Satisfies risk management criteria through ensuring adherence to the NMC Standards of Professional Practice in terms of accountability and competency.





· Ensures all documentation is clear, concise, accurate and legible and in accordance with NMC (2015) Guidelines for Records and Record Keeping.



· Demonstrates safe drug administration within the limits of training and competence in accordance with the Trust / Neonatal Directorate Policy and the NMC (2015) Guidelines for the Administration of Medicines .
